UK local surface, consumption and high-value homes: remaining items (consolidation) #1278
Description
Why
#1123 (the K=25 build's defects) and #953 (the local_authority input and council-tax follow-ups) are each mostly done, and what is left of both is sub-national target-surface and spine work that has no home: #736 is the national calibration register and #796 the spine register. This issue collects every open sub-national item in one list, so the next local cut has one checklist. Items leave for their own issue when they become actionable.
Since 16 October it also holds the open items of #1207 (consumption-tax levels and the local energy and bus families, closed when #1286 merged) and #1240 (the High Value Council Tax Surcharge data fixes, closed into this issue after #1270), national consumption items included.
Updated 21 October 2026 against main 211483f3a.
- Landed since the last update: UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329, the pre-Budget PR (merged 21 October): UK national calibration reads stored input columns at the frame period: 76 £ rows compare 2024 values with 2025 targets #1324's calibration-period fix, UK Carer's Allowance: would_claim follows reported receipt, so earnings-limit reforms reach 4,600 new carers against an official 61,000 #1319's Carer's Allowance draw, and the items ticked below. Ticked items name the PR that landed them. Earlier:
- UK local release builds: deferred-cell legs, the savings-interest renewal and the export surface's high-value support columns (#1301) #1310, Sign the UK local release's gate-only failures for the local line (#1301) #1316 and Sign the bus boardings as unresolvable on the pinned enhanced FRS (#1301) #1318 (the 19 October K=15 local release and the national release from
810315ac2, UK local-area release: publish a K=15, 150,000-household dense dataset in at most two builds #1301); - Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 (the sixth UK: track the defects uk-data is fixing that microcosm still has #1095 port: the policyengine-uk 2.134.4 lock, the stamp-duty purchases, Move to UC and the national line's Land Registry home values);
- Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305 (private rent and BRMA at the assigned area, UK private rent at the assigned area (#1123 item 4, "PR B"): what is in place and the pieces still missing #1262, and Scotland's rents at BRMA grain, Scottish private-rent targets: PIPR is BRMA-grain, so council cells cannot bind by translation #1090). Its head builds have not run, so the 22 October build is the first.
- UK local release builds: deferred-cell legs, the savings-interest renewal and the export surface's high-value support columns (#1301) #1310, Sign the UK local release's gate-only failures for the local line (#1301) #1316 and Sign the bus boardings as unresolvable on the pinned enhanced FRS (#1301) #1318 (the 19 October K=15 local release and the national release from
- Still open: Score a sized UK local release's per-area representativeness (#1124 item G) #1304 (draft, the representativeness scorecard).
- Planned next: the smoke at the merged head (tonight), then the pre-Budget build from Thursday 22 October: one national build and one dense K=15, 150k build from the same commit, with their own gate-only sign-off as in Sign the UK local release's gate-only failures for the local line (#1301) #1316. After the Budget:
- Draw UK QRF stages from uniforms keyed on each record's id, and tie pension contributions to pay #1332, rebased on main after UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329, then Lock policyengine-uk 2.145.0, follow its bus fares and bind thin target rows #1333 (the next policyengine-uk lock), which is stacked on it;
- the November PR (the age universe, band H, the support-floor re-sign and the renewals), due by 2026-11-14 for the UC housing-element exclusion and by 2026-11-16 for Sign the UK local release's gate-only failures for the local line (#1301) #1316's sign-offs;
- PR 2b;
- a PR for UK spine: housing benefit £2.7bn against OBR £12.1bn — pensioner and supported-accommodation HB missing after the UC migration #867 and UK spine: JSA claimants 2.8× the DWP caseload — legacy-benefit reporting after the UC migration #869.
Before the pre-Budget build (starts Thu 22 Oct)
One PR with ordered commits: #1329, merged on 21 October as 211483f3a. Every register edit landed before build 1.
Must
- The calibration-period fix (UK national calibration reads stored input columns at the frame period: 76 £ rows compare 2024 values with 2025 targets #1324), in UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329. Stored value columns are now measured at their binding's period.
- The 76 £ rows go to the engine at 2025: the SPI component amounts, OBR SMP and DWP workplace-pension employer contributions among them.
- ONS road fuel binds its CY2024 figure on the 2024 columns, under a
matched_periodhold. The seven held bus and rail outturns declare the frame's period. - A row that declares the frame's period on a value the frame does not hold now refuses.
tools/check_uk_measurement_periods.pywrites a warn-only receipt of each row's route and period.- On the UK national calibration reads stored input columns at the frame period: 76 £ rows compare 2024 values with 2025 targets #1324 arm: 7/7 terminal gates, 98.8% of rows within 10% (control 98.4%), and no stored value read off its period (78 rows on the control). The checks on the build are under "On the build".
- The student-loan plan rows: no change needed. UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 routes value variables only, and filters, conditions and bands keep their stored reads, so the plan rows read the stored plan as before (María's ruling of 2026-10-20). The Plan 2 stock stays on UK: track the defects uk-data is fixing that microcosm still has #1095.
- Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305 rides the build (merged 20 October; UK private rent at the assigned area (#1123 item 4, "PR B"): what is in place and the pieces still missing #1262). It is the only fix for the LHA seat pattern on the local file. A dense release candidate refuses
--brma-localisation none, so the 22 October build is its head build. Its checks are under "On the build". - Smoke at the merged head (tonight, on
211483f3a): the full target compile on the pinned feed (neither CI nor the generators run it), a fresh spine with every spine gate, a national calibration (the first solve of the merged state), and a dry run of the release launcher.
Should, if time
- State Pension annualised at 52 weeks (UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329; María's ruling of 2026-10-20, an exception for the State Pension alone to UK: track the defects uk-data is fixing that microcosm still has #1095's "Weekly amounts"). On the spine twin the full-rate amount sits at the 52-week figure, and the share of recipients above the full rate falls by about a quarter. UK pensions after #1084: open rulings, residual gaps and the engine pieces #1069.
- ONS single-year ages 0 to 2 (UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329), on the 15-to-19 precedent (
2da556a5a): three all-persons rows beside the 0 to 4 sex bands. The references go from 1,319 to 1,322, and the three rows fit to within 0.1% on the combined arm. UK: track the defects uk-data is fixing that microcosm still has #1095. - Council-tax bills: paying households with a zero derived bill (UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329). A household that pays council tax, reports no reduction and carries a zero derived bill now takes its cell mean, as a missing bill does. On the spine twin, England's regional zero-bill outliers fall into line with the other regions. The bill level, low against published Band D averages, waits until after the Budget.
- The ORR rail-support row (
orr.rail_government_support; Bind DfT, HMRC, DESNZ, Ofgem and ORR facts for bus fares, road fuel, domestic energy and rail support (#790 ruling: bind facts and calibrate) #890 G, WS-C deferred adjudications and the reconciliation layer #736), held out by UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 to 2026-12-11. Its arm passed: 7/7 terminal gates, and 99.1% of the rows both arms bind within 10% (98.8% with the row bound). The 7270-versus-7271 basis ruling stays open. - Disclosure-control items for the release: handled privately.
Only if trivial
- The plan-2 exclusions (UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329): renewed on AY2024/25 to 2026-11-26 (María's ruling of 2026-10-20). The two stale trackings, the student-loan uprating hold (UK spine: SLC plan-2 borrower stocks at a third of SLC's — the FRS flag captures repayers, not the liable stock #868) and the
obr.vatexclusion, now point here. The rest go with the November PR, which renews the Swap the microcosm-built UK spine into the national build and retire the incumbent feed #757 entries anyway. - The SPI £12,570–30,000 employment-count bands: kept bound for the 22 October build (the default). On the UK national calibration reads stored input columns at the frame period: 76 £ rows compare 2024 values with 2025 targets #1324 arm, four employment bands came back inside 10%; on the combined arm, the £12,570–15,000 and £15,000–20,000 amount rows sit just past it. Their pull on young earners is still to read (WS-C deferred adjudications and the reconciliation layer #736; uk-data#529 on UK: track the defects uk-data is fixing that microcosm still has #1095).
- ALLPAY2 in one income column (UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329): it stays in
miscellaneous_incomeonly. ALLPAY2 is counted in two UK income columns; spousal maintenance column (mirror of uk-data) #1320 stays open for the spousal-maintenance split (uk-data#627). - Score a sized UK local release's per-area representativeness (#1124 item G) #1304 merged, so the scorer runs on the build's run directory.
On the build
- Gates. The national seam and release-cut batteries pass, and the measurement-period receipt is clean or its flags are explained. On the dense line, only signable gates fail before the sign-off.
- UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329's checks.
tools/check_uk_measurement_periods.pyon the national run names no stored value read off its period, and road fuel binds at CY2024.- The Carer's Allowance back-test (UK Carer's Allowance: would_claim follows reported receipt, so earnings-limit reforms reach 4,600 new carers against an official 61,000 #1319) runs before anyone costs a Carer's Allowance earnings-limit change on this build.
- England's bus fare receipts end about 10% above their target on the engine's 2025 fares (Bus fares: follow published fares by area and year, and price cap changes from DfT cap savings instead of one uncapped fare policyengine-uk#2542, UK bus fares: keep in step with the engine's per-year fares, take the single-ticket share from cap-regime years, and check cap savings against NTS fares paid #1331). So a costing of a bus fare cap change on this build likely overstates its cost and gains.
- Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308's three stages run without stage-health gates, so read their receipts by hand:
property_purchases,regional_home_valuesanduc_legacy_closure_take_up. - Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305 on its first build.
uk_local_brma_enum_domainpasses; the private-rent receipt puts every Great Britain clone on its area's BRMA; and the national line keeps its spine draw. Its withholding guard and the release contract's withheld-totals recompute run on a real build for the first time, so everycarrier_floor_metwarning is a manual stop before anything is published. - No dense arm before the build (Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 asked for one). Build 1 is the dense line's measurement of the three new stages, at the risk of one re-solve, which fits the build's slack.
- Build against run. The files are built under policyengine-uk 2.134.4 and scored under 2.130.1. A check under both engines passes on both files before any use: Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308's columns present; SDLT identical in 2024; the purchases' forward path recorded; the other aggregates within tolerance. UK: track the defects uk-data is fixing that microcosm still has #1095.
- Pair. Both files from one commit and one spine, and the national/local pair check under 2.130.1.
- Seats. The UK local: rerun the 2025 Autumn Budget constituency analysis on the local candidate to find data gaps and per-seat support before Budget day #1241 pass, the Score a sized UK local release's per-area representativeness (#1124 item G) #1304 scorer and
cgt_stage_residual.py, run after the dense build finishes. The post-merge build's done-when is checked privately (below). - Fallback. The 19 October pair (
810315ac2, national certified at3bacfe76c), validated at its own commits.
Not before the Budget:
- Carer's Allowance: the stage-health gate, the overlap rule and a bound caseload target (UK Carer's Allowance: would_claim follows reported receipt, so earnings-limit reforms reach 4,600 new carers against an official 61,000 #1319; the draw landed in UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329);
- HICBC (UK SPI channel after #840: residuals, post-merge measurements and stale pointers #1288 item 10) and Marriage Allowance (UK: track the defects uk-data is fixing that microcosm still has #1095);
- regional tenure, rent and UC-by-children rows on the national surface;
- car availability, an 80+ band and Pension Credit by area (target surface, below);
- the duty quantities and PR 2b (below);
- the council-tax bill level;
- a tape-record key for SPI band carriers (UK local file: support is counted on the FRS host, but SPI-drawn incomes carry no tape-record id #1287).
Target surface (local authority and constituency)
-
Age 20 to 30 in student constituencies (UK local build (K=25, 2026-10-06): data-quality defects on the target surface and the spine #1123 item 5). The mid-year estimates count communal-establishment residents, but the FRS is a private-household survey.
- UK local surface: band domain, signed small-cell rules, renewals, support flag (#1278) #1283 (C7) adds
tools/uk_target_surface_receipt.py --communal-onlyto size a move to one private-household universe. The census residence-type facts arrived with Re-pin the UK Chronicle feed to abf0921 (#1300) #1302. - On the 19 October release, 17 age 20–30 cells missed the fit bound. Sign the UK local release's gate-only failures for the local line (#1301) #1316 signs them gate-only on the local line to 2026-11-16.
- A ruling is owed on the basis the incumbent evaluation compares. November PR.
- UK local surface: band domain, signed small-cell rules, renewals, support flag (#1278) #1283 (C7) adds
-
Council-tax micro-cells (UK local build (K=25, 2026-10-06): data-quality defects on the target surface and the spine #1123 item 7). UK local surface: band domain, signed small-cell rules, renewals, support flag (#1278) #1283 (C2) signed both small-cell rules on 2026-10-14, to 2027-04-01.
- Deferred: band cells under 50 dwellings, and the higher-rate cells HMRC publishes at 5,000 or fewer.
- Band cells of 50 dwellings or more stay bound. On the 19 October release three of them missed the fit bound, and Sign the UK local release's gate-only failures for the local line (#1301) #1316 signs them gate-only to 2026-11-16. Check them again on the 22 October build.
-
Band-H support and the per-clone band redraw (WS-E spine deferrals: known bugs and signed inconsistencies awaiting their increment #796 items). Place high-value homes where the Land Registry sees them (#1240) #1270 redraws the band for England-and-Wales owner clones from the VOA LSOA mix after geography.
- Still to decide: whether a band H drawn by the SPI shell or by Place high-value homes where the Land Registry sees them (#1240) #1270 counts as spine support for the 296 English band-H cells and Shetland. Then retire or renew.
- The region band-H rows are excluded to 2026-11-26. The register PR follows the 22 October build. November PR.
-
Council-tax band domain (WS-E spine deferrals: known bugs and signed inconsistencies awaiting their increment #796). UK local surface: band domain, signed small-cell rules, renewals, support flag (#1278) #1283 (C1): the SPI housing shell redraws any band outside its nation's bands.
uk_council_tax_band_domainchecks the spine, anduk_council_tax_band_domain_terminalchecks the shipped frame after Place high-value homes where the Land Registry sees them (#1240) #1270's redraw. -
Single-adult discount family (UK: supply the engine's local_authority input from the ladder's local_authority_code, plus council tax follow-ups from policyengine-uk#1855/#1864 and uk-data#482/#484 #953):
mhclg.council_taxbase.single_adult_discount_dwellings(CTB line 8, per authority, in the feed) is additive. It becomes bindable once the engine's discount rate is measurable; England first.- policyengine-uk 2.134.4 (main's lock since Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308) has no single-person discount.
- Add statutory council tax discounts across Great Britain (LGFA 1992 ss.11 and 79; Welsh Regulations 2026) policyengine-uk#1864 (open) adds the statutory discounts and
council_tax_discount_rate; then a release and a lock bump.
-
CT-C measurement conditions (UK: supply the engine's local_authority input from the ladder's local_authority_code, plus council tax follow-ups from policyengine-uk#1855/#1864 and uk-data#482/#484 #953, WS-C deferred adjudications and the reconciliation layer #736): compare
simulated_council_tax_less_discountswith the FRScouncil_taxinput per authority.- The FRS bill is net of the reduction and gross of discounts; UK: port the unblocked uk-data fixes tracked in #1095 #1100 makes the stored input the bill before the reduction.
- This waits on two open PRs: Compute gross council tax from LA Band D amounts and statutory band ratios policyengine-uk#1855 (gross council tax from each authority's Band D amount and the statutory band ratios) and Add statutory council tax discounts across Great Britain (LGFA 1992 ss.11 and 79; Welsh Regulations 2026) policyengine-uk#1864, which defines the variable. Then a release and a lock bump past 2.134.4.

Parity register re-pinned to uk-data a43e8c5 (UK: supply the engine's local_authority input from the ladder's local_authority_code, plus council tax follow-ups from policyengine-uk#1855/#1864 and uk-data#482/#484 #953). UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (D) re-extracted the inventory (57 modules) and corrected two verdicts:
- the Band D origin now names the
housing/council_tax_netmultiplier; - the council-tax outlier guard is a ported compile contract.
It added four concerns:
- pension-age Housing Benefit, ported, with the difference in the age split stated;
- working-age Housing Benefit, routed to UK spine: housing benefit £2.7bn against OBR £12.1bn — pensioner and supported-accommodation HB missing after the UC migration #867;
- Pension Credit, ported;
- LFS employment, a blocked source.
It also notes that uk-data#529 made the local employment-income count validation-only.
- the Band D origin now names the
-
Second parity re-pin after uk-data#482 and Declare target parity against the N regime: v9.2 feed, CD surface on #484 (both open). UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 extended
local_council_tax_band_d_rate's reason to name the eight per-band columns, so nobody ports them as targets. The re-pin itself waits on the two uk-data PRs. -
UC area cells count paid claims (WS-C deferred adjudications and the reconciliation layer #736, One consistent UK target surface: enforced cross-grain reconciliation, declared uprating holds, nation household controls and the 942a1fa re-pin (#1123 PR A) #1198). Re-pin the UK Chronicle feed to abf0921 (#1300) #1302: the area series count paid claims, as the national rows do, and the cross-grain bridge refuses a factor more than 2% from one at either grain.
-
Scottish private-rent cells at BRMA grain (Scottish private-rent targets: PIPR is BRMA-grain, so council cells cannot bind by translation #1090, Measure Scotland's BRMA × council overlap; keep BRMA rents out of council targets #1092). Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305:
ons.rent.private_rent_brmabinds PIPR's 18 Scottish BRMA rows (Finish Scottish Census 2022 tenure inputs for BRMA rent targets chronicle#326, in the feed since Re-pin the UK Chronicle feed to abf0921 (#1300) #1302) at the crosswalk'sstatistical_scopelevel, on a partialbrmaarea type. The 32 council cells stay signed deferred. Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305 folds in and supersedes Measure Scotland's BRMA × council overlap; keep BRMA rents out of council targets #1092. Check the rows on the 22 October build. -
Local energy and bus families (UK consumption-tax levels: open items after #1167 #1207). Bind local-authority energy and regional bus journeys before the Budget (#1207) #1286 binds DESNZ domestic electricity, gas and gas-connected households by local authority (England, Wales and Scotland) and DfT BUS01a journeys by English region. What remains is under "Moved from UK consumption-tax levels: open items after #1167 #1207" below.
-
Local binding adjudications: UK local surface: band domain, signed small-cell rules, renewals, support flag (#1278) #1283 (C3) renewed all six on 2026-10-14, to 2027-01-14.
-
Car availability (after the Budget; Census 2021 TS045, NRS UV405, NISRA): car ownership is not calibrated at any level, so seat contrasts in cars per household are narrower than the Census shows. Not on the pinned feed: a Chronicle request (extend UK travel by region and area type, cars by keepership and fuel type, and the devolved travel surveys (PolicyEngine/microcosm#1278) chronicle#362), a re-pin, then a family. Label fuel seat maps until then.
-
An 80+ band (after the Budget; in the feed, Microcosm-only): goes with the November age-universe PR, which re-bases every age target.
-
Pension Credit by area (after the Budget): not in the feed. Too thin for seats in any case; regional Pension Credit is a label on both files.
-
Renewal clock. Three registers have a CI clock:
test_no_committed_local_adjudication_is_about_to_lapsereadsuk/local_binding_adjudications.json;test_no_committed_hold_is_about_to_lapsereadsuk/uprating_holds.json;test_no_committed_rule_is_about_to_lapsereadsuk/local_small_cell_rule.json.
Each fails fourteen days before its register's earliest expiry. The measure exclusions and the area-support and target-fit registers have no clock in CI. A build refuses once its review date or gate clock is past an expiry, and the measure exclusions warn at build time from seven days before. The dense release contract checks the date it is assembled or uploaded.
- 2026-11-14: the
dwp.uc.households_housing_elementexclusion (Align UK UC claim, child and period definitions #882; no CI clock). It is now the first cliff for builds and for dense-release assembly, since UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 renewed the plan-2 exclusions to 2026-11-26. Builds warn from 2026-11-07. - 2026-11-16: Sign the UK local release's gate-only failures for the local line (#1301) #1316's gate-only sign-offs, 15 national rows and 31 local cells (no CI clock). The 22 October build drafts its own.
- 2026-11-26: the region band-H rows (WS-E spine deferrals: known bugs and signed inconsistencies awaiting their increment #796) and the two plan-2 student-loan exclusions (renewed by UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329), with 29 other national measure exclusions (Swap the microcosm-built UK spine into the national build and retire the incumbent feed #757, uk-data#452). No CI clock; builds refuse from 2026-11-27.

Spine and geography
- Rent and BRMA at the assigned area: UK private rent at the assigned area (#1123 item 4, "PR B"): what is in place and the pieces still missing #1262, landed in Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305 (20 October). On the local line, every Great Britain household takes the BRMA of its assigned area and its rent from that area's list; Northern Ireland and the national line keep the spine's
frs_brmadraw.- The UC housing element, Housing Benefit and after-housing-cost rows move with it.
- Whoever regenerates the local receipt and membership from now on widens the local-selector feed cut to its BRMA rows at
statistical_scope(docs/uk-chronicle-feed-repin.md). - Its head builds have not run, so the 22 October build is the first (checks above).
- Enrichment reorder (UK graph: move geography assignment ahead of enrichment (geography-first reordering) #931 item (b)): property value and band run after geography since Place high-value homes where the Land Registry sees them (#1240) #1270, and Great Britain's local rent and BRMA since Place UK private rent and BRMA at the assigned area; bind Scotland's rents at BRMA grain (#1262, #1090) #1305. Run it on the 22 October dense build before any ruling; it was not run on the 19 October release. Publishing its output waits on the SN 9422 ruling (below). - Support floor, the micro-authorities and the islands (WS-E spine deferrals: known bugs and signed inconsistencies awaiting their increment #796): the Isles of Scilly and the City of London stay below the ESS-50 floor at every K measured.
- Their exclusions expire 2026-12-02 (the

Measurement and publication
- Seat-level support and disclosure pass (UK local: rerun the 2025 Autumn Budget constituency analysis on the local candidate to find data gaps and per-seat support before Budget day #1241, Vahid; closed 16 October): delivered on 15 October for the 11 October candidate, with a verdict by reform in UK local: rerun the 2025 Autumn Budget constituency analysis on the local candidate to find data gaps and per-seat support before Budget day #1241. Drill 4 (19 October) ran seat results on the 19 October release; one measure's disclosure check aborted the whole geography run (D7).
- Re-run it on the 22 October dense build once that build has finished, never alongside it, under the Budget-day engine.
- Count SPI band carriers by their tape record as well as their host household, using a key derived outside the export. The tape-record key in the export itself (UK local file: support is counted on the FRS host, but SPI-drawn incomes carry no tape-record id #1287) waits until after the Budget.
- Feed the verdicts into the suppression rule in UK: two-page note on how constituency impacts are estimated (draft for the Budget-day analysis) #1131.
- Disclosure minimum cell (WS-E spine deferrals: known bugs and signed inconsistencies awaiting their increment #796, UK parity increment 4: port the weighted integrity gates (input-mass parity + QRF tail concentration) into the UK terminal battery (#578) #609). UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (G) records the study conditions in
uk_runtime.receipt_counts.- The floor. No study the build reads sets a minimum above CD171's ten.
- The SPI tape's conditions. The SPI 2022-23 Public Use Tape (SN 9422) adds two: no attempt to attribute a record, and analyses go to HMRC at least ten working days before distribution.
- The baselines tool. It and its caller obligations carry both conditions.
- The SN 9422 ruling: do frame outputs (the CGT residual, the receipts, Budget-day figures) count as analyses of the tape, and so go to HMRC first?
- It is owed before 28 October. Budget-day figures come from a build that reads the tape.
- A mark per output would not separate lines cleanly, so mark it at file level and in the publication receipts.
- Nothing in the build or release manifests marks SPI-dependent outputs pending the ruling.
- Per-area representativeness scorecard (UK sparse selection: keep household mass, composition, nation shares and per-area ESS at a tractable size — test the target-weight rule and the L2 penalty first, dataset size only if they fall short #1124 G): Score a sized UK local release's per-area representativeness (#1124 item G) #1304 (draft) scores a sized release's per-area TVD against the dense solve on unbound joints, with summary statistics only. Run it on the 22 October build's run directory once merged.
Moved from #1240 (high-value homes)
#1270 delivered fixes 1 to 5 and 8: Land Registry high-value-home targets by constituency and local authority for England and Wales, property value and band per clone after geography, the high-value support stage, the calendar-2024 valuation basis, and two report-only gates. #1306 fixed the benchmarks gate's OBR leg.
-
The bug. The leg had never read the vendored costing rows.
-
What it reports now. OBR Table 1.1 beside the frame's owner-occupied bands, the owner-occupied sensitivity (40 per cent non-owner-occupied, so 99,000 for 2028-29, static) and the derived stock's private-sector count over Table 1.1's total.
-
Disclosure. The shipped band counts withhold a thin total and protect withheld bands together.
-
The post-merge build. The 19 October releases are the first after Place high-value homes where the Land Registry sees them (#1240) #1270: the national release (
810315ac2, certified at Sign the bus boardings as unresolvable on the pinned enhanced FRS (#1301) #1318) and the dense K=15, 150k release (Sign the UK local release's gate-only failures for the local line (#1301) #1316).- On the dense release,
uk_high_value_homes_benchmarkspassed anduk_high_value_homes_supportfailed, both diagnostic. Support copies keep their source household's id, so they add no distinct survey households. - Still owed: UK: data fixes to model the High Value Council Tax Surcharge (mansion tax) correctly, and the related housing and council-tax gaps #1240's done-when, that the seats where the Land Registry places most £2m+ homes clear the 10-household floor, counted by source household. It is checked privately on the 22 October build.
- Then the register PR on the band-H deferrals and any
high_value_homescells without support, and the UK local: rerun the 2025 Autumn Budget constituency analysis on the local candidate to find data gaps and per-seat support before Budget day #1241 freeze. - Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 (N1) moves the national line's home values; the region rows still bind on the local line only.
- Check the evidence's disclosure before any gate report goes public.
- On the dense release,
-
The derived stock's level (Place high-value homes where the Land Registry sees them (#1240) #1270 review, finding 4): scale it to the OBR total, or keep the derived level. The benchmarks gate reports the comparison; a ruling is owed. Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 adds that the region knots' tails place more homes in the top bands than the derived stock (left to the UK national release: main_residence_value keeps the WAS-imputed tail, so the surcharge's top bands stay empty #1112 follow-up).
-
Coverage beyond owner-occupied main residences (UK: data fixes to model the High Value Council Tax Surcharge (mansion tax) correctly, and the related housing and council-tax gaps #1240 fix 6, a scope decision). UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (B) labels the evidence summary, both gates' details and the census family text "owner-occupied main residences only" until it is decided.
- Second homes and let property held by households:
other_residential_property_valueis one total, so a banded charge per property cannot apply. Carry per-property counts and values from WAS (new variables and engine support), or document an approximation. - Company-owned and non-resident-owned homes are outside any household survey: model them as an external block (counts and band mix from VOA, the OBR or Land Registry's corporate ownership data) that adds to totals but not to households.
- Second homes and let property held by households:
-
Deferral inputs (UK: data fixes to model the High Value Council Tax Surcharge (mansion tax) correctly, and the related housing and council-tax gaps #1240 fix 7). Check against WAS how household income, capital and home value combine among high-value owners, including asset-rich, income-poor owners. Check the disability flags.
- Expose both tests as parameters: the consultation's household income under £35,000 and capital under £16,000, and the OBR costing's net income under £30,000.
- Planned as PR 2b's deferral-inputs script (outputs private; anything reported later banded and on at least 10 records). It is not NTS work, so it can leave PR 2b if the vehicle items wait.
- Engine side. policyengine-uk models no deferral. High Value Council Tax Surcharge: model the deferral (and support) scheme as parameters policyengine-uk#2492 (filed 18 October, open) proposes the scheme as parameters. Uprate main_residence_value with the OBR house price index, and value the High Value Council Tax Surcharge at April 2026 house prices policyengine-uk#2392 closed on 19 October (#2446), so its PR can start from main.
-
Valuation uprating, engine side: Uprate residential property values with house prices policyengine-uk#2446 (merged 19 October, released in 2.139.1) closed #2392. Neither main's 2.134.4 lock nor the dashboard's 2.130.1 has it, so Budget-day figures keep the old valuation basis. Picking it up needs a lock bump after the Budget.
-
Second-home and empty-home council-tax premiums. The MHCLG taxbase counts are in the feed, but a household file cannot carry non-household dwellings (WS-C deferred adjudications and the reconciliation layer #736). Decide on a report-only block.
-
Stamp-duty base. Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 landed uk-data's stamp-duty work: a
property_purchasesstage (additional-dwelling and non-residential purchases on HMRC's 2024-25 tables),obr.sdltbound on households' share, and the national line's Land Registry home values.- Still open: the main-home draw (
property_purchasedand the first-time-buyer flag) comes from the engine's rates. If the Budget changes SDLT, check it against Land Registry transaction counts by price band. - The three new stages have no stage-health gates yet (a Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 follow-up).
- policyengine-uk 2.130.1 reads the stored purchase columns but does not uprate them, so the build-against-run check (above) records the forward path.
- Still open: the main-home draw (
-
Tracked elsewhere:
- working-age Housing Benefit, including supported and temporary accommodation (UK spine: housing benefit £2.7bn against OBR £12.1bn — pensioner and supported-accommodation HB missing after the UC migration #867);
- the knot tails of
main_residence_value(UK national release: main_residence_value keeps the WAS-imputed tail, so the surcharge's top bands stay empty #1112: Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308 gives the national line the regions' Land Registry values; the knot tails are left to the UK national release: main_residence_value keeps the WAS-imputed tail, so the surcharge's top bands stay empty #1112 follow-up, on both lines); - council-tax liability, micro-cells and private rents (above), and the council-tax bills issue (to be filed).
UK: data fixes to model the High Value Council Tax Surcharge (mansion tax) correctly, and the related housing and council-tax gaps #1240's rental-income item is settled by UK landlords: bind the SPI net property amounts, leave property_wealth to the engine, add receipts and finance costs #1145 (the SPI net amounts bound, receipts from the Property Rental Income Statistics); its residuals are listed there.
Moved from #1207 (consumption levels, energy and bus)
Done before the move:
- the local energy and bus families (Bind local-authority energy and regional bus journeys before the Budget (#1207) #1286);
- household energy ceilings at the domestic meter limits (UK: lcfs_consumption on LCFS 2024-25, with the energy, income-band and prepayment fixes (#1164) #1260);
- Northern Ireland bus fares from their own yields, the engine bus-fare parity receipt and the stale energy text (Bind local-authority energy and regional bus journeys before the Budget (#1207) #1286);
- the prepayment flag, read by the engine since the policyengine-uk 2.130.1 lock (UK: policyengine-uk 2.130.1 and the fourth batch of #1095 ports, with the release's weight year, identifiers and birth months fixed #1271);
- the LCFS incidence item on WS-E spine deferrals: known bugs and signed inconsistencies awaiting their increment #796 (updated 14 October).
The figures behind the items below are in #1207.
Local energy and bus
- Bind in the next local candidate. Sign the UK local release's gate-only failures for the local line (#1301) #1316: the 19 October K=15 release binds all three DESNZ families. The cells past 25% are signed gate-only to 2026-11-16. Check again on the 22 October build.
- Constituency grain: not before the Budget (ruling of 2026-10-14). Later, derive constituency rows from the local-authority rows through the atomic supports (the Place high-value homes where the Land Registry sees them (#1240) #1270 derived-facts pattern), or stay at local-authority grain.
- Northern Ireland energy: UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (I). Great Britain's part of the Energy Trends UK level is its share of DESNZ's sub-national domestic consumption with Northern Ireland's all-domestic row added (María's ruling of 2026-10-17), from the rows UK local energy, area classification and Welsh bus facts: DESNZ Northern Ireland and sub-local consumption, rural-urban lookups, BUS04 country rows (PolicyEngine/microcosm#1207) chronicle#356 brought.
- Retired. The household-share interim and its adjudication.
- The basis adjudication. It now names DESNZ's caution that Northern Ireland's figures are not directly comparable.
- Regenerated. The local compile-parity receipt and membership.
- Bus journeys by region: one factor serves the eight regions outside London; per-region factors need DfT NTS0318. The metropolitan and urban-rural BUS01 scopes are not bound.
- Sign the bus boardings as unresolvable on the pinned enhanced FRS (#1301) #1318 signs the two boardings measures as unresolvable on the pinned enhanced FRS (the incumbent comparison only, to 2027-01-19); the rows stay bound.
- Condition the draws on the area (after UK graph: move geography assignment ahead of enrichment (geography-first reordering) #931 item (b)): the gas-connected flag on the authority's DESNZ meter share, and the NTS bus draw on the area's rural-urban class (DfT NTS0319).
National calibration (under #736)
- R1 national remeasure. Acceptance: the levelled energy and road-fuel totals move under 2% from design to final weights; the gas-connected share stays within 0.5 points of the DESNZ meter share; loss and the share of rows within 10% are no worse than the control.
- The 19 October national build (
810315ac2) reads it. Gas, petrol and diesel miss the 2% acceptance there; electricity meets it. - The road-fuel row is one of the calibration-period rows, so re-read R1 on the 22 October build, now that UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 binds it at CY2024.
- The 19 October national build (
- ONS household energy spending against DESNZ volume at QEP prices: the retire condition of
ons.household_electricity_expenditureandons.household_gas_expenditure(measure exclusions to 2027-01-08). - Business use of cars against the OBR cars fuel-duty line: the retire condition of
obr.fuel_duties_cars(to 2027-01-08). PR 2b's household-paid share of each fuel, from the NTS vehicle file, is the measure; rebinding is a ruling after it. Put road-fuel litre divisors on DESNZ pump prices policyengine-uk#2186 (DESNZ pump prices) has merged. - A limit on how far the weights move the levelled totals: decide on the 22 October build's R1. Bind local-authority energy and regional bus journeys before the Budget (#1207) #1286 adds the full-rate VAT base and electricity and gas kWh to the report-only
consumption_drift. - The bound road-fuel row at design weights: its fit on the 19 October build is not a measurement, since it read the stored 2024 columns against the 2025 target. UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 binds it at CY2024 on the 2024 columns, under a
matched_periodhold to 2026-12-11. Re-read it on the 22 October build. - Rebind
obr.vat: Split VAT grossing into household share and survey coverage policyengine-uk#2187 (merged 18 October, released in 2.135.7) closed #1996. Main locks 2.134.4 (Port the uk-data wave to policyengine-uk 2.134.4: stamp duty, Move to UC, national home values (sixth #1095 PR) #1308; 2.134.5 fails the weight-ratio gate), so the rebind waits on a lock bump past 2.135.7, after the Budget.- The measure exclusion (to 2027-01-08) tracks this issue since UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329.
- Re-derive the coverage on R1, since UK: lcfs_consumption on LCFS 2024-25, with the energy, income-band and prepayment fixes (#1164) #1260 moved consumption to the 2024-25 diary. 2.135.7's coverage was derived on Microcosm UK 2024-25
f9d1922c(named in Split VAT grossing into household share and survey coverage policyengine-uk#2187).
- The ORR rail-support row (Bind DfT, HMRC, DESNZ, Ofgem and ORR facts for bus fares, road fuel, domestic energy and rail support (#790 ruling: bind facts and calibrate) #890 G): held out by UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 to 2026-12-11 (above). The 7270-versus-7271 basis ruling stays open. Draw UK QRF stages from uniforms keyed on each record's id, and tie pension contributions to pay #1332 also holds the row out, so its rebase keeps one register entry.
- Register note: UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (C) points the three consumption exclusions and the 19 uprating holds from UK local build (K=25, 2026-10-06): data-quality defects on the target surface and the spine #1123 and UK consumption-tax levels: open items after #1167 #1207 here, without re-signing; the two plan-2 student-loan exclusions followed from UK spine: SLC plan-2 borrower stocks at a third of SLC's — the FRS flag captures repayers, not the liable stock #868.
Consumption spine (under #796)
- Division over-draw: furnishings and health on the 2023-24 diary; on the 2024-25 diary (UK: lcfs_consumption on LCFS 2024-25, with the energy, income-band and prepayment fixes (#1164) #1260), recreation and education also draw above the donor.
- UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (H)'s tail shares are in the 19 October national build's
division_capturereceipt. - Furnishings and health over-draw in the body, not the tail: the frame's top-decile share matches the donor's, and its top-1% share is lower. Education's tails match the donor's. Recreation's top decile holds more than the donor's.
- A fix is still to choose.
- UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (H)'s tail shares are in the 19 October national build's
- The petrol-diesel mix is the diary's. PR 2b: level petrol and diesel separately to ONS 07.2.2, by each fuel's household-paid share from the NTS vehicle file; DfT NTS0901 is the published cross-check.
- Who holds the zero-emission cars is random with respect to income. UK local surface before the Budget build: high-value homes OBR leg, per-vehicle fuel flag, Northern Ireland energy share and housekeeping (#1278) #1306 (J1) draws each vehicle zero-emission at the VEH1103 share, so a household with several vehicles is no longer all one or the other; the receipt records the share of vehicles in fuel-free households beside it. PR 2b conditions the share on income from the NTS vehicle file; DfT VEH0105 would give the private-keeper share.
- Liquid and solid fuels have no column. Bind local-authority energy and regional bus journeys before the Budget (#1207) #1286 records the donor's other fuels beside ONS 04.5.3 and 04.5.4. Needs an engine variable first.
- The M1 energy-volume measurement has no saved script for the volumes the exclusion reasons quote.
- Devolved bus use draws as England, and Wales fares are unpriced and unbound. Scotland's and Northern Ireland's own trip rates need their travel surveys (Transport and Travel in Scotland; the Travel Survey for Northern Ireland). Wales publishes no travel diary. The Welsh fare basis needs a ruling.
- Deferred, no issue yet: VAT levelling by division. Quantities for the alcohol, tobacco and vehicle duties: not before the Budget. LCFS carries spending by class, not quantities, and the pinned NTS study's vehicle file is not wired. The OBR receipts and volumes are in Chronicle's EFO workbook but not in its package. After the Budget: one NTS-vehicle PR with PR 2b's fuel items.
Follow-ups to file or track
- The Chronicle request for the missing tables is filed as UK travel by region and area type, cars by keepership and fuel type, and the devolved travel surveys (PolicyEngine/microcosm#1278) chronicle#362 (18 October): DfT NTS0318, NTS0319, NTS0901 and VEH0105, Transport and Travel in Scotland, the Travel Survey for Northern Ireland, and the VOA's April 2025 list of rents with Rent Officers Wales' next list.
- The HVCTS deferral issue on policyengine-uk is filed as High Value Council Tax Surcharge: model the deferral (and support) scheme as parameters policyengine-uk#2492 (above).
- The calibration-period issue, UK national calibration reads stored input columns at the frame period: 76 £ rows compare 2024 values with 2025 targets #1324, closed with UK pre-Budget data: measure stored values at their period, draw Carer's Allowance claims, and the #1278 items (#1324, #1319, #1278) #1329 on 21 October.
- Filed on 20 and 21 October:
- Bus fares: follow published fares by area and year, and price cap changes from DfT cap savings instead of one uncapped fare policyengine-uk#2542, bus fares by area and year. Its pull request Bus fares: follow published fares by area and year, and price cap changes from a fitted fare table policyengine-uk#2546 is approved and not yet released; UK bus fares: keep in step with the engine's per-year fares, take the single-ticket share from cap-regime years, and check cap savings against NTS fares paid #1331 tracks the Microcosm side.
- Carer Support Payment: apply its earnings limit policyengine-uk#2548, Carer Support Payment's earnings limit, which keeps Scotland closed in the Carer's Allowance draw.
- To file:
- the council-tax bill level issue;
- a policyengine-uk issue on
uprate_student_loan_plans. It re-labels plans by age every projected year, its Step 3 can never fire, and_FRS_BASE_YEARis 2023.
