Activate the NZ graph against pinned Chronicle facts (NZ graph G8) #1183

Open

Description

@MaxGhenis

Part of #343. This is the last package of the NZ graph build. G1–G7 have merged: #1118, #1119, #1120, #1122, #1125, #1130, #1138, #1139, #1159, #1161 and #1181, plus the review follow-ups #1180 and #1182.

Why it is needed

Every NZ ledger reference on main is an authoring placeholder:

  • 8 calibration targets (build/nz/target_references.json);
  • 6 pre-calibration references (precal_references.json);
  • 6 hold-out comparators (holdout_references.json).

None of them has activation_status: active, and compile_ledger_target_references refuses any reference that isn't active (packages/microcosm-build/src/microcosm/build/ledger_targets.py, _require_executable_reference). So no NZ endpoint can run on real data until these references point at pinned Chronicle cells.

Scope

  • Feed pins. Add build/nz/chronicle_feed.json, pinning the Chronicle artifact by commit, SHA-256 values and row counts in the shape of build/uk/chronicle_feed.json. Declare it in build/nz/country_package.json, so the spec-only package test accepts it.
  • References. Replace the placeholders with harvested, cell-pinned references for the approved calibration target set. Only the approved set is activated.
  • Hold-outs. Hold-out references stay out of the calibration set. That covers Accommodation Supplement counts and dollars, Working for Families dollars, and the appropriation comparators. Activate them only as comparators.
  • Thresholds. Write the approved gate thresholds into build/nz/gates.json, and the approved scenario parameters into build/nz/scenarios.json.

Acceptance

  • compile_ledger_target_references resolves every active reference against the pinned artifact.
  • The NZ spec tests and the spec-only package test pass.
  • A local real-data run compiles every target.
  • Add the NZ transport contract and real-Axiom Frame bridge #820 is closed, with each of its acceptance items checked against main and linked to the PR that delivered it, or carried forward here.

    Progress, 2026-10-12.

    Merged

    In review

    Decided

    • The calibration fit tolerances are ruled: ≤5% per target, ≤2% for demography, 5% for the admin aggregates (decision d1376, 2026-10-12). G8-r writes them into gates.json when it activates those gates.

    Next

    Still missing: a liquid-asset distribution for MC10. Without it, only the asset-test-off bound can run.

    Progress, 2026-10-12, NZ hub.

    Merged today

    In review (each re-run by the hub at its head; reviews re-dispatching after today's restarts)

    Next

    • G8-r (references; needs B2/B5).
    • G8-d2 (TA population).
    • A liquid-asset source, still not found.
    • G8-w (wiring), then G8-x (real-data run).

    The rulespec-nz waiver exits (d1055 = b) run on the Axiom side: the first reviewed candidate, WEP s75, is waiting on a waiver-refresh re-pin chain. They don't block the G8 graph work.
