Requirements: one local service with independent telemetry and graph-publication components; shared authentication; independent publication IDs; durable retry without telemetry retention pruning; publication attempt before HF artifact staging; exact graph/evidence/receipt inventory; explicit local-only controls; unit and component integration tests without cross-stack tests.
Implementation: #1148. Runs app: PolicyEngine/microcosm-runs#1. Collector authorization: PolicyEngine/calibration-diagnostics#208. Production authenticated uploads require the collector change deployed.
