Extract microcosm-emitter with required telemetry library #1
Description
Extract the local telemetry emitter service from PolicyEngine/microcosm#1099 into one distribution, microcosm-emitter, in PolicyEngine/microcosm-emitter.
Keep the generic process host, thin build adapter, and telemetry service implementation as separate internal libraries under microcosm_emitter. Always install telemetry and its dependencies with the emitter. Do not publish standalone telemetry or provider-client distributions, add optional telemetry extras, or preserve old import aliases.
Use SQLAlchemy declarative ORM and Alembic for Python persistence. Preserve the queue revision and collector protocol. Test import boundaries, subprocess lifecycle, failure behavior, migrations, clean-wheel installation, and compatibility with the pinned collector using disposable PostgreSQL.
Build and release one wheel and source archive through one protected PyPI Trusted Publisher. Keep the hosted collector unchanged. Microcosm integration follows publication and replaces its embedded implementation without legacy pathways.
