Updates repository documentation to reflect the current (submodule-based) workspace layout and removes legacy/internal maintenance artifacts that are no longer relevant.

To double check - scripts/enrich_behaviors_with_usage.py is moved elsewhere? I assume that is what is used to populate the "Used In" list in the behaviors hub

The README.md was very out-of-date and referenced subtrees, which are no longer used in this repository. Also removed some scripts that were only for internal use.
