add ca fertilization and ncc compost statewide event workflows

Description

adds two statewide event workflows for CA ag parcels and the matching cleaners that feed into preprocess-event-parquet

workflows/fertilization-statewide draws ensemble annual N rates per parcel from PEcAn.data.land::ca_n_application_rate and writes parcel range sharded parquets. workflows/ncc-statewide does the same shape for compost amendments, calling the bundled sample_ca_compost_* functions from PEcAn.data.land. both write to /projectnb/dietzelab/ccmmf/usr/akash/event_files/ for now

workflows/preprocess-event-parquet picks up 01c-clean-fertilization.R and 01d-clean-ncc.R

depends on PR #4002 for few functions plus the extended events schema
