Update OP2Utility submodule to most recent version - #54

As part of that change the project switched to the DLL versions of `RuntimeLibrary`. Update this project to match.
We don't want to confuse people and make them think it's a current or working file. The CMake build dependends on a CMake build in OP2Utility, but that was removed a long while back since it wasn't maintained.
The OP2Utility project has been moved into its own folder.
