feat(voice): #108 批③——Studio 本地语音接线（piper 零费，v0.8.5） - #60

- settings：local_voice_base 字段（serde default 旧配置全兼容）+
set/get_local_voice 两命令
- film_flow：tts_local 命令——OpenAI /v1/audio/speech 兼容 wire 打向
本地 server（reqwest 直调，产物同豆包路 film/vo/{id}.mp3）；未配置
地址时引导「模型中心 → 本地语音」
- Models：🔊 本地语音卡（地址输入+保存/清空=关闭），与本地 Ollama 卡同区
- FilmFlow 配音区引擎切换：☁ 云端豆包（按条计费）/ 🏠 本地 piper（零费
数据不出机），机器级偏好存 localStorage；genVo 按引擎路由
- ASR 入口暂不接 UI（无消费面即不上屏——管线铁律），引擎座已就位待

引擎 L10 双座（#148/#149）的壳层落地：本地语音 server 地址进设置、tts_local 命令走 /v1/audio/speech wire、模型中心本地语音卡、影游配音区云/本地引擎切换。ASR 不接 UI（无消费面不上屏——管线铁律）。vite build+cargo test 23 绿。
