Description of changes
This PR provided the minimal changes I needed to make in order to perform fresh builds of this service.
Also included are more detailed analysis and plans on upgrading Django, Pythin, etc in order to support Postgres 14 and beyond, since PostgreSQL 13 goes EOL next month and AWS is going to stop supporting it.
