Fix mod-name normalization in the sync tool and its compat test: neither fully URL-decoded a filename before comparing, which only mattered once a mod's canonical name needed bracket characters.

Adds SecurityCraft (v1.10.2.1, Forge 1.20.1, no dependencies) to the server's
mod list, client and server both required. Client pack bumped to versionId
1.2.0 via
