* docs: remove blog/API/FAQ, redirect landing to docs, drop Netlify config (#155)

- Remove the blog (posts, preset, navbar + footer links)
- Redirect the landing page (/) straight to the docs Getting Started
- Remove the redundant "Docs" navbar tab (site is docs-only now)
- Remove the API section and FAQ from the v3 docs + sidebar
- Update Algolia search to the new app/index credentials
- Set site url to https://docs.opencerts.io (fixes canonical + sitemap)
- Drop Netlify-only files (netlify.toml, _headers, _redirects) and the
build-script cp step, since deploys go to S3 + CloudFront

Co-authored-by: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

docs.opencerts.io and docs.dev.opencerts.io previously served no tag at
all. Wires up Docusaurus's built-in GTM plugin via the existing
GTM_CONTAINER_ID env var, sourced from separate GTM_CONTAINER_ID /
DEV_GTM_CONTAINER_ID secrets per environment so dev and prod land in
separate GA4 properties.
