Release v0.3.0 with SDK attribution and past-year history

Outcome

Makes OpenBB requests visible as official SDK traffic and completes the small historical-period parity gap.

• sends oilpriceapi-openbb/<installed-version> plus canonical X-SDK-* headers on latest and history requests
• keeps credentials confined to Authorization and regression-tests every attribution value
• adds past_year validation and routing
• documents a deliberate curated-symbol policy instead of runtime /commodities discovery
• adds release notes and a bounded two-request production smoke

Verification

• pytest tests/ -q --cov=openbb_oilpriceapi: 62 passed, 91% coverage
• ruff check and ruff format --check: passed
• sdist/wheel build: passed
• isolated wheel metadata and provider entry-point smoke: passed
• production smoke: latest WTI plus 261 past_year records; no credential/header output
