ci: declare token permissions for jobs that write - #4803

The org default
GITHUB_TOKENis read+write, and these jobs rely on it to write (push images to ghcr.io, open or comment on PRs, deploy Pages, upload code scanning results, write check runs). This adds job-levelpermissions:with exactly what each job needs, so the org default can be switched to read-only without breaking them.No behaviour change while the org default is still read+write.
