Follow-up to #407. CodeRabbit asked to extract the Cost-by-Phase block's inline IIFE into a dedicated component matching the file's ModelRow/ModelListSection pattern. I pushed that fix (2df169e8) and resolved the thread, but the squash-merge of #407 was taken just before it landed — so develop still has the IIFE. This re-applies it.

  • CostByPhaseCard sub-component replaces the inline (() => {...})() render. Behavior-identical.

Verified: Electron tsc 0, biome clean.
