The merge-base changed after approval.
Rebuilt onto the purged main after the __pycache__ history purge -- same content as the original derived/ci-self-hosted-runners-v2 (PR #29), replayed as a tree-level diff rather than a commit-by-commit rebase since that branch's own history didn't share clean ancestry with main.

Derived from mono's reconciled tree, replayed as a clean patch onto current main after the original subtree-push (#24, closed) turned out to bundle unrelated stale-baseline content. Supersedes #22. First link in a stacked chain; review this one first.
