Update Capstone to its latest next revision after the optional RISC-V test-tool fix. An x86-only cstest build now links without referencing a disabled backend; enabled RISC-V CSR comparisons retain their existing behavior.

Validation: complete GCC x86-only build, 76 x86 unit/negative checks, 444 x86 detail instructions and 375 enabled RISC-V detail instructions pass. The submodule delta changes only suite/cstest/src/test_detail_riscv.c; production decoder sources, NeverD emulation sources and driver fixtures are unchanged from the complete KVM validation snapshot 71e1c0dbf3ea1383babaf3e78d00a2e59fee0ffd, which passes all 5,322 required checks and exact raw XML, fixture and SDK audits. The updated source equivalence is recorded separately without relabeling the earlier evidence.

The native ARM64 CI at 71e1c0dbf3ea1383babaf3e78d00a2e59fee0ffd passes both native backend component builds (GCC on Linux ARM64 KVM; MSVC on Windows ARM64 WHP) and both Windows caller-context jobs. Offline auditing of the downloaded artifacts confirms all three KVM ARM64 ELF objects and both WHP ARM64 COFF objects, their source/object hashes, active backend definitions and compile recipes. Both native host probes complete with explicit availability evidence: the Linux runner has no /dev/kvm (ENOENT), and Windows reports HypervisorPresent=false. Native ARM64 guest execution remains unverified; successful compilation is not a VM execution result. This CI snapshot precedes the optional Capstone test-tool-only update; the unchanged production-source scope is recorded above without relabeling its evidence.
