Both component trees carried their own CONTRIBUTING.md and LICENSE next to the root ones. This leaves one of each.

cutile-rs/CONTRIBUTING.md repeated the DCO text and sign-off instructions from the root guide and said nothing about the monorepo. The two things it had that the root guide lacked move there: the branch and PR naming convention (with docs rather than doc, which is what the history on main uses) and how to run the Tile test scripts from cutile-rs/. The root guide's Toolchains section, AGENTS.md, and the cutile-rs README now point at the root guide.

The LICENSE copies under cutile-rs/ and cuda-oxide/ duplicated the root file, and nothing consumed them: every crate declares its license through the SPDX license field rather than license-file, GitHub reads the root LICENSE, and Apache-2.0 asks for one copy per distribution. The root README's per-component license table collapses to one sentence, and the two cuda-oxide references (its README and THIRD_PARTY_NOTICES) point at the root file. The cuda-oxide copy was added deliberately in the recent scoping commit (bb8d4fa), so this is the place to say so if a local copy is wanted after all.

No code changes. check-source-references.sh and check-spdx-headers.sh pass.
