Environment limitations
@nvidia/openshell-sdk, so the long-horizon project suite could not install locally. Its GitHub Actions job installed the package with the workflow token and passed on the prior revision.Migration note
project.yamlfiles are temporary compatibility markers for the legacypull_request_targetselector currently onmain. The location-based selector in this PR ignores them; they can be removed immediately after this PR merges.
