fix(oar): make auto-review bounded and timeout-safe

Summary

• bound new-project reviews around complete documentation and representative implementation evidence
• raise agent, inference, and job timeouts while classifying OAR timeouts separately
• report timeout-only reviews as incomplete and non-blocking without ever calling them a pass
• replace the full patch and repository upload with compact change context
• redact configured model IDs from OAR command diagnostics
