Inject tool call ID and name into context for tracing

Tool call ID and tool name are now injected into the context before tool execution in runner.go and tool_processing.go. Tracing events in events.go extract these values from context, ensuring tool call IDs are consistently available for hooks and tracing. Added a test tool in store.go to verify tool call ID propagation. Also, commented out legacy test code in store.go and updated the main test to use the new tool call ID feature.
