This PR updates the documentation in README.rst and CONTRIBUTING.rst to reflect the project's move from Travis CI to GitHub Actions for continuous integration. The Travis CI badge has been replaced with a GitHub Actions badge, and all mentions of Travis have been updated to GitHub Actions.
