PDF sources can only be tracked as raw binaries, and there is no way to confirm a remote source matches a committed file before replacing it.

  • type: pdf with a .md path downloads the PDF to a temporary staging folder, runs pdf_to_md.convert_to_md, and writes the Markdown and its .integrity.md only when the audit records 100% word parity. A flagged audit fails the sync and leaves the committed file untouched. source_hash stores the PDF bytes hash, so --check detects upstream PDF changes and local edits.
  • --shadow-verify is read-only. It extracts text from each remote URL (PyMuPDF for PDFs, the registry extractor for BC Laws and HTML) and compares it with the committed file word for word using clean_for_integrity_check. It reports PARITY, MISMATCH (with the first differing word), SKIPPED, ERROR or UNREACHABLE, with the same exit bits as --check. It deletes nothing.
  • All 46 OHS Regulation and Workers Compensation Act entries in sources.yaml are BC Laws Civix URLs, and every one returned HTTP 200 on Oct 23, 2026.
  • Existing .pdf-path entries keep binary tracking.

Closes #699

Summary by CodeRabbit

  • New Features
    • PDF sources can be synchronized as Markdown when an integrity audit confirms 100% word parity. The original PDF and converted Markdown are tracked against separate integrity baselines; syncing requires an access token.
    • Added a read-only verification mode to compare local content with remote PDFs or supported web pages and report parity, mismatches, skipped sources, or access errors. Results can be provided as JSON, with exit statuses indicating the outcome.
  • Documentation
    • Updated knowledge-base guidance for PDF syncing, verification, integrity requirements, and the conditions for writing converted files or deleting committed files.

Walkthrough

The source sync tool now supports audited PDF-to-Markdown syncing and read-only word-parity checks against remote sources. It tracks upstream PDF hashes separately from Markdown hashes and reports verification results through text or JSON output.

Changes: PDF source verification

Layer / File(s) Summary
Audited PDF-to-Markdown sync
app/scripts/sync_sources.py, app/tests/test_sync_sources.py, .agents/AGENTS.md
PDF-backed Markdown sync requires a passing integrity audit and matching extracted words before it writes Markdown and its audit file. The registry records separate PDF-byte and Markdown-content hashes. Drift checks compare each value with its respective baseline. Tests cover successful and rejected conversions, drift, and registry persistence.
Read-only shadow verification
app/scripts/sync_sources.py, app/tests/test_sync_sources.py
The --shadow-verify mode compares normalized words from local files with extracted remote PDF or supported HTML content. It reports parity results, mismatch details, and error states. Tests cover HTML extraction, skipped sources, unreachable URLs, exit codes, and incompatible CLI options.

A partial multi-entry sync can report success even though one PDF conversion was rejected. Ordinary PDFs with page numbers or footers may also fail the parity check. Fix both before relying on audited PDF syncing.

Full details: Title check

Explanation

The title "feat(ingestion): PDF to Markdown sources and shadow parity check" names the two main changes in the changeset. The changeset adds PDF-to-Markdown conversion through pdf_to_md with an integrity audit and source_hash tracking in sync_sources.py, and adds the read-only --shadow-verify mode with ShadowResult, shadow_verify_source, and convert_pdf_to_markdown. The tests and AGENTS.md updates cover the same features. The title is concise, uses a conventional commit prefix, and avoids file lists and vague terms. It does not mention the OHS and WCA BCLaws URL mapping, but the title does not need to cover every detail.

Full details: Out of Scope Changes check

Explanation

The changed files, as summarized, are app/scripts/sync_sources.py (PDF-to-Markdown sync, source_hash baseline, shadow verification, and the --shadow-verify CLI mode), app/tests/test_sync_sources.py (tests for these behaviors), app/data/sources.yaml (OHS and WCA BCLaws registry entries), and .agents/AGENTS.md (governance text that documents the new sync and shadow-verify rules). Each change connects to #699. The documentation change describes the implemented behavior and does not add an unrelated feature. The summary shows no unrelated production feature, and no committed-file deletion is introduced. The reviewed head read covered only sources.yaml, so the scope verdict rests on the whole-PR summary for the code files.

Full details: Linked Issues check

Explanation

Issue #699 coding requirements: (1) remote PDF strategy with staging, conversion, and .integrity.md parity gating; (2) mapping OHS and WCA parts to valid BCLaws Civix URLs; (3) read-only --shadow-verify with 100% word parity; (4) no committed-file deletion before shadow verification passes. Requirement 1 and requirement 3 are supported by the PR summary and description: convert_pdf_to_markdown, shadow_verify_source, ShadowResult, and tests for failed audits, drift, PDF and HTML shadow checks, read-only behavior, and exit codes. Requirement 4 is supported by the statement that --shadow-verify deletes nothing, and by the sync gating described. Requirement 2 is only partly verified. The head read of app/data/sources.yaml was truncated at 16000 bytes. The visible entries show BCLaws Civix URLs for OHS Parts 01 through 25. The issue refers to 34 parts, while the PR reports 46 OHS and WCA entries; this count is not reconciled. Several parts share one document ID (for example 296_97_01 for Parts 01 to 03, 296_97_08 for Parts 10 and 11, 296_97_14 for Parts 17 and 18), and the mapping that makes each ID correspond to its own part is not verified. The WCA entries and the remainder of the OHS list were not visible. The HTTP 200 results dated Oct 23, 2026 are PR-author claims that the repository cannot confirm. The PR also does not run shadow verification to a PARITY result for the committed files. The issue's build-hydration toggle is not a verification criterion and is not treated as a requirement here.

Resolution

Provide the complete sources.yaml entries for all OHS and WCA parts, or a readable listing that covers the entries after Part 25. Reconcile the 34-part scope in #699 with the 46 entries in the PR. Confirm that each shared Civix ID maps to the content of its listed part, or give the BCLaws section mapping that justifies the shared IDs. Provide the shadow-verify run output (PARITY, MISMATCH, SKIPPED, ERROR, or UNREACHABLE for each entry) or the HTTP check record for the 46 URLs.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Return a failing status when any audited sync fails.

In a multi-entry --sync, a flagged PDF audit makes sync_source return False, but one successful entry keeps updated above zero. The command then saves the successful updates and exits zero. Track failed entries and return a nonzero status when any audit rejects a conversion, so callers cannot treat a partial sync as a passing audited sync. (github.com)

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Compare the same substantive token set that the converter may emit.

convert_batch may remove page numbers and footers, but clean_for_integrity_check retains numeric tokens and ordinary words. convert_pdf_to_markdown can therefore reject a conversion when only those allowed removals differ. Apply the same page-number and footer normalization to both inputs before _first_difference. HTTP(S) URLs are already removed by the cleaner.
