Official API alignment (HE-04): a self_hosted Environment reads disconnected before its first connection on the official service; Core read pending. The stored state is unchanged; only the public projection maps it. Docs (environments.md + zh) updated.

Checks: go test ./internal/api -run Environment, go vet ./internal/api, gofmt.
