Added a note to avoid assigning both device and user licenses to the same device or user to prevent unexpected behavior. When both the device group (device-based license) and the user group (user-based license) are configured as Required assignments, it is not defined which license will be applied. I have confirmed behavior where, on the device side, if the user is not signed in to the Apple Store with an Apple ID and has not approved participation in the VPP program, app installation and app updates cannot be performed. (Installation via the device-based license also does not occur.) As a prerequisite, mixing device-based and user-based licenses is not a supported scenario, and the underlying logic is not publicly documented. Therefore, this limitation and behavior must be clearly documented in the Notes.
