Migrate the research catalog to GitHub Pages

Summary

• replace the OpenAI-hosted vinext/Cloudflare stack with a pure static Vite site
• deploy the catalog automatically to GitHub Pages at the repository project URL
• reduce both READMEs to concise website entry points and move detailed browsing to the interactive catalog
• retain the bilingual search, filters, evidence dialogs, social card, and footer Star call to action
• remove 160 hosting/framework packages and all OpenAI hosting configuration

Evidence

The site still renders the same 19 reviewed records generated from data/papers.yaml. GitHub Pages is configured for workflow deployment with HTTPS.
