Preserve MrAlders0n's clarification and align English/French configurator and reference wording. Keep legacy URLs and forwarding commands compatible; cover boundary and shared-IATA cases.

This change is now included in #108 at The city/edge wording also matches the configurator and reference in both languages. An edge repeater regularly talks to repeaters in two MeshMapper zones (e.g. yow and yul). A repeater on the outer edge of its zone with nothing connecting beyond it stays a city repeater until it starts linking to another zone. English and French.
