## What changed - Replace single-IP country requests with batches of up to 100 IPs. - Retry transient batch failures once. - Refresh and persist countries before speed measurements begin. - Preserve existing countries when a lookup fails or omits an IP. Layer 3 of native stack #19, above #16. Closes #13
