Why these changes are being introduced:

We need to add some boilerplate to the new repo.

Relevant ticket(s):

https://mitlibraries.atlassian.net/browse/RDI-67

How this addresses that need:

  • Adds PR template.
  • Updates gitignore.
  • Adds MIT Libraries to license.
  • Links to TIMDEX in readme.

Side effects of this change:

More changes to the gitignore may be needed in future depending
on what we end up using.

All of this looks good to me - I'm a little curious how the .gitignore is going to evolve over time, but for starters all these changes seem fine.
