User instruction (2026-10-03), as in python-multiplatform #116.

  • AGENTS §2 "Do not add top-level files or folders": the rule, where work goes instead, and the propose-and-wait path.
  • The approved tracked root entries as a table (including the existing tools/, benchmarks/, script/), plus the git-ignored local entries tools create.
  • Test added: api/tests/test_repo_layout.py reads that table and fails when git ls-files has a root entry not on it (checked: an added newroot.txt fails it by name).

Closes #150

AGENTS.md section 2 says not to add a new entry at the repository root
on one's own: work goes into existing directories, temporary files into
.tmp/, and a new top-level entry is proposed and approved first. It
lists the approved tracked root entries, and test_repo_layout.py fails
when a tracked root entry is missing from that list.
