Docs: Bring the status tables and SPEC up to date - #137

README, README_ko, the guide and PROJECT section 2 now match SPEC after the engine, batching, API, residency and audit fixes: the OpenAI and Ollama APIs and batching are no longer called planned, the engine is described as running on CPU with GPU support planned, and the native desktop build is planned (a Windows x64 path exists, unrun). SPEC's header lists the current Python and Kotlin tests, S1.11 no longer says there is no code, and q8_0 is marked unverified until torchnative measures it.

#121. README + README_ko status, guide (faq, getting-started, server; en + ko,
check_guide.pyOK), PROJECT §2 and the SPEC header/S1.11 match the code after #85–#136. CPU/GPU wording: the engine runs on CPU, GPU support is planned.Open decision (not changed here):
pyproject.tomlpulls CUDA-enabled torch on Windows (cu128 index) and Linux (PyPI default) although the engine runs on CPU — large downloads for no use yet.Closes #121
