fix: validate method-label issue events

Description

• Validate method-label events because issue forms apply labels after opening the issue, and the last label event can cancel earlier checks.
• Place unrelated label events in a separate concurrency group so they cannot replace pending validation runs.
• Cross-checked against ThemerrDB, which documents GitHub's pending-run concurrency behavior in its database update workflow.
