isa: regenerate codec for PTO 0.58.5

Summary

• pins codec generation to the exact PTO 0.58.5 authority from LinxISA PR #191
• regenerates 754 forms / 2648 fields / 3380 pieces / 815 constraints
• updates B.IOS decode to the accepted six-bit SharedTileID encoding
• preserves byte-level authority authentication and stale-output rejection

• generator freshness check: passed
• authority tests: 14/14 passed
• full CTest: 12/12 passed
