Closes #16. Implements the final LinxISA v0.58.3 runtime contracts for HL.LUI, HL.LIU, and HL.LIS in the reference executor. Updates the finisher and immediate-contract tests to prove upper-half placement, zero-extension, sign-extension, and queue destinations. Local full CTest passes 12/12.
