The previous contract fix correctly enforced 9 digits but incorrectly described the value as NBS.
Official NFS-e municipal-panel documentation defines the municipal-parameters service code as:
000when there is no municipal subdivision.This PR keeps the 9-digit validation, fixes the semantics/documentation, and updates tests to use
010101000.
