Summary
Cut the organization release lifecycle template over to the published Release Tool product.
All three public lifecycle stages now use the immutable commit published as
release-tool v0.11.0:LibreCodeCoop/release-tool/actions/prepare@acfe2029...LibreCodeCoop/release-tool/actions/post-merge@acfe2029...LibreCodeCoop/release-tool/actions/publication@acfe2029...The public input contract is intentionally unchanged, so this is a runtime-owner cutover rather than a workflow behavior rewrite.
