All three environments declare a partial backend (bucket/prefix/key
provided via -backend-config, per terraform/environments/*/backend.tf),
but database-migration.yml ran bare `terraform init` with no
-backend-config and never referenced secrets.TF_BACKEND_*. Terraform
cannot prompt for the missing backend attributes on a non-interactive
runner, so init failed before a single migration could run -- the
documented safe migration path was unusable, leaving only the
concurrent-at-deploy-time DB_AUTO_MIGRATE path that produces the
"dirty" golang-migrate state this repo keeps a manual recovery runbook
for.
Fix, mirroring deploy-aws-lambda.yml/deploy-gcp.yml/deploy-azure.yml:
- Add a pinned `hashicorp/setup-terraform` step to all three jobs
(nothing previously put terraform on PATH at all; whether it existed
depended on whatever ubuntu-latest happened to ship).
- Write the per-cloud .tfbackend file from secrets.TF_BACKEND_{AWS,GCP,
AZURE} and pass -backend-config, using the same key/prefix format the
matching deploy workflow uses for that cloud.
- Drop the `2>/dev/null || echo ""` around `terraform output -raw`.
Once init succeeds, that pattern turns every distinct cause (output
renamed, empty state for the environment, wrong key, insufficient
IAM) into the same undifferentiated "Failed to get database
endpoint" -- a bad property for the step right before a schema
migration.
AWS-specific: terraform/environments/aws is one root applied into two
independent state objects (github-<env>/ for Lambda, github-fargate-
<env>/ for Fargate), each with its own RDS instance since
module.database carries no `count` on compute_platform. Picking the
wrong one silently migrates a database nobody is serving traffic from
while the live one stays on the old schema. Rather than hardcoding the
Lambda key, add an explicit `compute_platform` input (default lambda,
matching this repo's primary compute platform), re-validated in the
`validate` job's safety checks the same way cloud/environment/direction
already are, and use it to select the state key.
Verified: actionlint (native v1.7.12, exit 0) and zizmor
(--offline --persona=pedantic --min-severity=medium, 0 findings) on
database-migration.yml.

Independent review caught that database_fqdn is not a root Terraform output in terraform/environments/azure -- it's only a key inside the deployment_summary map (outputs.tf:193). The only root output that exposes the server hostname is database_server_fqdn (outputs.tf:82). terraform output -raw database_fqdn would fail with "no such output" regardless of the -backend-config fix, so migrate-azure would still never reach `migrate`. Verified AWS (database_proxy_endpoint, outputs.tf:64) and GCP (database_private_ip, outputs.tf:34) already reference real root outputs -- only Azure was wrong. 🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Read the AWS database endpoint instead of the disabled proxy endpoint.
The AWS root sets enable_rds_proxy = false. Its database_proxy_endpoint therefore resolves to null for both platform states. After terraform init succeeds, this lookup cannot supply DB_ENDPOINT, so neither AWS migration can run. Read the root’s database_endpoint output, which falls back to the RDS instance address. Independent adversarial review (two rounds) + local verification: MERGE at a53d383. database-migration.yml now installs Terraform and runs init with each cloud's -backend-config (formats byte-identical to the deploy workflows), no longer masks terraform-output errors, validates an explicit AWS compute_platform, and reads real root outputs on all three clouds (database_proxy_endpoint / database_private_ip / database_server_fqdn). Secrets written only to a file, never echoed. The Azure dispatch still needs azure-db-* trusted (#141/#2). actionlint/zizmor clean; 25/25 checks. |
Summary
Fixes
database-migration.ymlso its threeterraform initcalls actuallyinitialize against the real backend, instead of failing before a single
migration can run.
Root cause
terraform/environments/{aws,gcp,azure}/backend.tfall declare a partialbackend (
backend "s3" {}/"gcs" {}/"azurerm" {}, config supplied via-backend-config). Every other workflow that runs Terraform writes a.tfbackendfile fromsecrets.TF_BACKEND_*and passes-backend-config=.database-migration.ymldid neither and never referencedsecrets.TF_BACKEND_*at all, so on a non-interactive runnerterraform initcannot prompt for the missingbucket/prefix/keyand failsoutright -- before
migrateever runs. Nothing in this workflow previouslyput
terraformonPATHeither (nohashicorp/setup-terraformstep in anyof the three jobs), so whether
initeven had a binary to fail withdepended on what
ubuntu-latesthappened to ship.Fix
For
migrate-aws,migrate-gcp,migrate-azure:hashicorp/setup-terraform@dfe3c3f8...step(
terraform_version: 1.10.5, matchingci.yml/pre-commit.yml)..tfbackendfile fromsecrets.TF_BACKEND_{AWS,GCP, AZURE}and pass-backend-config=, using the exact key/prefix format thematching deploy workflow already uses for that cloud (
github-<env>/ terraform.tfstatefor AWS Lambda,github-fargate-<env>/terraform.tfstatefor AWS Fargate,
prefix = "github-<env>"for GCP,key = "github-<env>.terraform.tfstate"for Azure).2>/dev/null || echo ""around eachterraform output -rawcall. Once
initsucceeds, that pattern turned every distinct cause(output renamed, empty state for that environment, wrong key, insufficient
IAM on the state bucket) into the same undifferentiated "Failed to get
database endpoint" -- the worst possible failure message right before a
schema migration. Terraform's own error now reaches the log.
terraform output -raw database_fqdnfor Azure named no root Terraform output at all --
terraform/environments/azure/outputs.tfonly hasdatabase_fqdnas akey inside the
deployment_summarymap (:193), not a root output. Theactual root output is
database_server_fqdn(:82). Fixed theterraform outputcall and the matching::error::text. Re-checked AWS(
database_proxy_endpoint,outputs.tf:64) and GCP(
database_private_ip,outputs.tf:34) against their ownoutputs.tf--both were already correct root outputs; only Azure had this bug.
AWS-specific decision (flagged explicitly in the issue):
terraform/ environments/awsis one root applied into two independent state objects --github-<env>/for Lambda,github-fargate-<env>/for Fargate -- each withits own RDS instance, since
module.databaseindatabase.tfcarries nocountoncompute_platform. Picking the wrong namespace would silentlymigrate a database nobody is serving traffic from while the live one stays
on the old schema. Rather than hardcoding the Lambda key (which the issue
explicitly warns against), this PR adds an explicit
compute_platforminput (
workflow_dispatchchoice[lambda, fargate], defaultlambdatomatch this repo's primary compute platform per
deploy-aws-fargate.yml's own header comment), re-validated in thevalidatejob's safety checks the same waycloud/environment/directionalready are (workflow_call's version is a freetype: stringwith no
choiceenforcement).Regression test
No automated test applies: this is CI workflow configuration with no local
harness for a real Terraform backend +
golang-migraterun, and perWORKER_BRIEF.mdthis host cannot runterraform plan/applyagainst realclouds. Verified the pre-fix failure mode structurally instead:
terraform/environments/{aws,gcp,azure}/backend.tfare allempty partial backends on
main.database-migration.ymlhad nosetup-terraformstepand no reference to
TF_BACKEND/TF_VERSION/TF_CLI_ARGSanywhere(
grepacross the whole file returned nothing), while every siblingTerraform-running job in this repo (
deploy-aws-lambda.yml, etc.) hasboth.
gh run list --repo LeanerCloud/CUDly --workflow database-migration.yml(pre-split) that this workflow has never actuallybeen dispatched, so the failure could not have been caught by prior runs;
it needs a real
dev-environment dispatch to validate end to end, which isoutside what this sandbox can do.
database_fqdnroot-output bug by greppingterraform/environments/azure/outputs.tffor^outputand cross-checkingagainst every
terraform output -raw <name>call in this file; did thesame for AWS and GCP to rule out the same class of bug there.
Verification
Pre-commit's
actionlinthook (language: docker_image) was skippedlocally with
SKIP=actionlintbecause this host's Docker daemon is hung(per repo
CLAUDE.md); nativeactionlintwas run instead (above). No.tffiles changed, soterraform fmt/validate/tflintdo not apply tothis diff.
Follow-up required (operator action, not deferred to another PR)
This fix cannot be fully proven without a real dispatch. Per the issue: once
merged, an operator should dispatch this workflow once against
dev(bothcompute_platform=lambdaand, if a Fargatedevstack exists,compute_platform=fargate) and confirm "Get database endpoint fromTerraform" actually resolves an endpoint -- a job that has never gotten past
initwill not surface any remaining gap from a dry read of the logs alone. The Azure dispatch specifically will still fail authentication, even
with this fix:
migrate-azurebindsenvironment: azure-db-${{ inputs.environment }}, and Azure's federated credentials(
terraform/environments/azure/ci-cd-permissions/variables.tf'sgithub_environments) don't include theazure-db-*family -- only plaindev/staging/prod. That gap is tracked in #141/#2, not this PR; a realend-to-end Azure migration dispatch needs that fixed first.
