Closes #1687

Problem

On Inventory & Coverage > RI Exchange, an RI with no utilization data showed ... in the Utilization column forever. The Reshape Recommendations panel meanwhile said "All N convertible RIs meet your utilization threshold", a claim about RIs whose utilization was unknown.

Change (frontend/src/riexchange.ts)

  • Track the utilization load as loading / loaded / failed. The cell shows ... only while loading. Once the load finishes (or fails) without data for an RI, it shows "No data".
  • A failed utilization load now re-renders the table too, so the placeholder doesn't stick. A superseded failed load is ignored, matching the success path.
  • The reshape empty state says "All N ... meet your utilization threshold" only when every listed RI has a known, finite utilization. Otherwise it says how many RIs could not be checked. While utilization is still loading it keeps the neutral "No reshape recommendations right now."
  • Once utilization arrives or fails, the reshape empty state re-renders, but only after a successful reshape load (new currentRecsLoaded flag), so a reshape load error is never overwritten.

Tests (frontend/src/__tests__/riexchange.test.ts)

New unknown utilization (issue #1687) block:

  • no utilization entry: "No data" and no threshold claim;
  • utilization load fails: "No data" and no threshold claim;
  • partial data: "unavailable for 1 of 2";
  • still loading: ... kept, neutral copy;
  • reshape load error kept after utilization arrives.

The first four fail on main. Two existing tests that asserted the threshold claim with an empty utilization list now provide utilization data, since that claim is exactly the bug.

Summary by CodeRabbit

  • Bug Fixes
    • RI Exchange now distinguishes loading, unavailable, and known utilization data. The instance table shows a loading indicator while data is pending and “No data” when utilization is unavailable.
    • Reshape recommendations no longer claim all RIs meet the utilization threshold when data is missing or incomplete. Empty-state messaging reports how many RIs have unavailable utilization.
    • Late-arriving data no longer overwrites results for a newer provider or account scope, or refreshes an empty state unless recommendations loaded successfully.
    • A failed utilization reload clears previously displayed utilization data.

Walkthrough

RI Exchange now distinguishes pending, loaded, and failed utilization data. The RI table shows “No data” when utilization is unavailable. Reshape empty-state copy reports unavailable utilization and avoids threshold claims unless utilization is known for every RI.

Full details: Title check

Explanation

The title "fix(ri-exchange): stop claiming RIs with unknown utilization meet the threshold" matches the main change. The raw summary and PR objectives both say the reshape empty state now claims that all RIs meet the threshold only when every RI has known, finite utilization. The title also names the affected area (ri-exchange) and uses a conventional fix prefix. It is specific and concise, and it does not contain file lists or vague wording. The title is 79 characters and 10 words, which fits the short single-sentence requirement.

Full details: Linked Issues check

Explanation

Issue #1687 requires two behaviors. First, the RI table must show unknown utilization as a resolved state, not as a loading placeholder. Second, the reshape empty state must not claim that an RI meets the utilization threshold when its utilization is unknown.

The whole-PR source diff (merge base d9d48a1 to head 6b539f4) for frontend/src/riexchange.ts shows the following:

  • utilizationStatus ('loading' | 'loaded' | 'failed') is set on each load path. renderRIsTable shows the '...' placeholder only while utilizationStatus is 'loading'. Otherwise a missing or non-finite utilization shows 'No data', with a failure-specific or missing-data-specific title. This meets the first behavior.
  • reshapeFleetCopy() returns the threshold claim only when every listed RI has a finite utilization value (hasKnownUtilization). If any RI is unknown, it reports how many RIs were not checked. While status is 'loading', it returns the neutral copy. This meets the second behavior.
  • loadUtilization() re-renders the table on success and on failure. It re-renders the reshape empty state only when currentRecsLoaded is true, so a reshape load error is not overwritten.
  • A superseded utilization result returns before it changes state, on both the success and failure paths.

The PR does not require the #136 styling change. The issue text names #136 as a different code path. The test diff for riexchange.test.ts could not be read directly from the checkout. The test coverage described in the PR and the raw summary is not independently verified here. The issue text does not require specific tests, so this does not change the verdict on the code requirements.

Full details: Out of Scope Changes check

Explanation

The source changes stay within the utilization state and the reshape empty-state copy that Issue #1687 describes. The changed areas are:

  • New state variables utilizationStatus and currentRecsLoaded, and their resets on scope change, provider reset, and error paths. These support the new states.
  • Moving the utilizationGeneration bump to the start of loadRIExchange. This prevents a late utilization result from one scope from changing the view of another scope. It supports the new loading and failed states.
  • The failed-load path in loadUtilization clears stale utilization values, so the table does not show old values after a same-scope reload fails.
  • reshapeFleetCopy() and the renderRecommendations() call site that uses it.

No unrelated product behavior, unrelated module, or unrelated configuration change appears in the riexchange.ts diff. The test file diff could not be read directly from the checkout. The PR text states that the test changes cover the same behaviors and that two existing tests were updated because they asserted the threshold claim the issue reports as a bug. That reasoning is consistent with the source changes.

Full details: Docstring Coverage

Explanation

Docstring coverage is 63.64% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 11 functions across 2 files.

Add a non-finite utilization case to the RI Exchange tests.

The tests use only finite utilization values. utilFor always sets utilization_percent: 99, and no test in this file passes Infinity or NaN. Removing Number.isFinite from hasKnownUtilization would not fail any test. The instance table would then treat Infinity as known and show a percentage instead of "No data". The reshape panel could then state that the RI meets the utilization threshold.

Independent review (claude-darling, cold): CHANGES REQUESTED 498e243

The #1687 fix itself is right. The table now tells "loading" from "loaded, no data", and the threshold claim needs known utilization for every listed RI. One new regression blocks, and three test gaps let real behavior go unpinned.

1. Blocking: a late failed utilization load now overwrites the Azure (and GCP) view

loadUtilization's guard is generation !== utilizationGeneration. Only loadConvertibleRIs and the resolveScope-error path bump utilizationGeneration. The Azure reset in loadExchangeableAzureRIs and renderGCPEmptyStates clear the state but don't bump it.

Steps:

  1. Load AWS; Cost Explorer is still pending.
  2. Switch the provider to Azure, so the Azure reservations table renders.
  3. The AWS utilization call then fails.
  4. The guard passes, and the new post-catch renderRIsTable(container, ...) writes the AWS table into ri-exchange-instances-list.

I reproduced it with a scratch test in the #1687 block: load AWS with a deferred getRIUtilization, switch getCurrentProvider to azure with one reservation (web-rsv), then reject the deferred.

  • At this head the final assertion fails, and the instances list reads No active convertible Reserved Instances found for AWS., so the real Azure reservations are hidden.
  • On the parent the same test passes, because a failure did not re-render.
  • The resolve variant fails on both, so the success path already had this on main. The PR makes the failure path (CE timeouts are the common case) reach it too.

Fix: bump utilizationGeneration in the Azure and GCP resets, or once in loadRIExchange before the provider branch. That fixes both variants. Add the test above for each.

2. Test gaps (mutation probes that survive at this head)

  • The reshape rerender after utilization lands is untested. Removing the if (currentRecsLoaded && ...) rerenderReshape() line in loadUtilization, or never setting currentRecsLoaded = true, passes every test. Every test lets utilization settle before loadRIExchange's own final rerender. So the slow-Cost-Explorer path (utilization lands after the panel rendered "No reshape recommendations right now.") is never exercised, though it is the main real-world case. Add a test that resolves (and one that rejects) a deferred utilization after await loadRIExchange(), then asserts the copy changes.
    • Note: deleting the line outright reads as "killed" only because noUnusedLocals turns the write-only flag into a TS error. I replaced the line with void currentRecsLoaded;, and the mutant survives.
  • The neutral copy while loading isn't pinned. Dropping if (utilizationStatus === 'loading') return 'No reshape recommendations right now.'; passes. The "still loading" test still finds that prefix in "No reshape recommendations right now. Utilization data is unavailable for 1 of 1 ...", which is wrong while loading. Add not.toContain('unavailable') there.
  • The superseded failed load isn't tested. Removing the new if (generation !== utilizationGeneration) return; in the catch passes, although the PR body lists it as a behavior.
  • Killed: no-render-on-failure, no-reset-on-RI-load, unknown-counts-all, "No data" while loading, and the currentRecsLoaded guard on the rerender. Finite-vs-non-null in hasKnownUtilization survives, but it is equivalent for real payloads.

3. Wording (non-blocking)

  • The reshape copy is accurate in both cases: "unavailable for N of M ..., so it was/they were not checked".
  • The cell's tooltip "No utilization data was returned for this RI" is wrong when the load failed, because nothing was returned for any RI. Consider distinct text for failed, such as "Utilization could not be loaded".

Evidence

  • New tests vs the parent: with main's riexchange.ts (merge base 08e8d41) and this head's test file, 4 tests fail (96/100 pass). At this head all pass.
  • npm ci, npm test (4675 pass; the 3 suites that read ../internal pass 76/76 once it is present), lint (0 errors), typecheck and build all pass in a scratch copy.
  • CI is all green at this SHA. "Run pre-commit hooks" (run 41817001485) runs pre-commit run --all-files, and "Lint CloudFormation templates" is Passed there, so the local SKIP=cfn-lint hid nothing. The PR doesn't touch any templates.

APPROVE @ 498e243 by claude-nibblets

Cold review of 08e8d41...498e243 (1 commit), done in my own scratch clone; 08e8d41 is the current main tip. The PR body was treated as a claim. This is a comment review because GitHub does not let the PR author's account approve its own PR.

The fix is correct, and the copy never claims more than the data shows.

  • Utilization cell. "..." now means only "still loading". After a successful or failed load, an RI with no finite utilization_percent reads "No data". hasKnownUtilization requires a finite number, so a real value, including 0%, always shows as a percentage. Nothing real is hidden. RIUtilization.utilization_percent is typed number (api/types.ts:826).
  • Reshape empty state. "All N convertible RIs meet your utilization threshold" now requires every listed RI to have known utilization. Otherwise the copy says how many could not be checked, and while utilization is loading it stays neutral.
  • The failed load re-renders the table. A superseded failure returns early, matching the success path.
  • A reshape load error is never overwritten. currentRecsLoaded is false from the start of each reshape load until it succeeds, and it is reset on every scope reset (account-resolve failure, GCP, Azure "not applicable"), so the re-render only follows a successful empty load.
  • Order and scope races. The status is reset to loading whenever a new RI list lands (loadConvertibleRIs) and on every scope reset. A stale utilization result from the previous scope can therefore cause at most a transient. The final rerenderReshape in loadRIExchange and the new utilization re-render then correct it.
  • Azure renders its own table with no utilization column (renderAzureRIsTable), so the loading status set there is inert.
  • "No data" is a real outcome. /api/ri-exchange/utilization is scoped to one region, defaulting to the configured one, and returns an empty list for an out-of-scope account (internal/api/handler_ri_exchange.go:1556-1600). RIs in other regions therefore really do have no data, and saying so is the honest outcome.

The new tests fail on main. With riexchange.ts reverted to main and the PR's tests kept, all four tests the body names fail:

  • no utilization entry;
  • the load fails;
  • partial data;
  • still loading.

"keeps a reshape load error" passes on main, as the body says. The two edited existing tests only gained utilization mocks and pass on both.

Mutation probes (each run in a scratch copy and reverted, jest JSON results):

Mutation in riexchange.ts Result
Re-render reshape after utilization even when the reshape load failed killed (2)
A failed load stays loading killed
An RI reload keeps the previous status killed
The threshold claim made when only some RIs are known killed
Loading branch removed from reshapeFleetCopy survives (see 1)
No reshape re-render after utilization arrives survives (see 2)
A superseded failed load is not ignored survives (see 3)
Non-finite utilization counted as known survives (the API type rules it out)

Local verification at this SHA (macOS, under the heavy lock):

  • npm ci succeeds;
  • npm test gives 182 suites, 4719 passed and 1 skipped;
  • npm run lint, npm run typecheck and npm run build all succeed.

Not blocking: test gaps on paths the code handles correctly.

  1. Loading copy. "keeps the loading placeholder..." asserts toContain('No reshape recommendations right now.'), but the "unavailable" copy starts with the same sentence. Without the loading branch, the panel would say "Utilization data is unavailable" while it is still loading, and the test would still pass. Adding expect(recsEl.textContent).not.toContain('unavailable') pins it.
  2. The slow path. Every test's utilization mock resolves before loadRIExchange finishes, so none of them reaches the new re-render in loadUtilization. That is the common production path, since Cost Explorer is slow. A test that holds the utilization promise, resolves it after loadRIExchange(), then checks that the copy changed from neutral to "All N meet" or "unavailable" would cover it.
  3. Superseded failure. Nothing asserts that a superseded failed load is ignored, which the body claims. A test that reloads during a pending rejection and checks the cell keeps "..." would pin it.
  4. Wording. In the failed-load case, "so they were not checked against your utilization threshold" describes the UI's view. The reshape endpoint makes its own utilization call and may have checked them. "could not be confirmed against your utilization threshold" would be exact in both cases.

CI at this SHA: all 42 checks pass, and the merge state is CLEAN. The author's local SKIP=cfn-lint hid nothing: in the CI "Run pre-commit hooks" job, "Lint CloudFormation templates" ran and passed, with only terraform_validate and gosec skipped. The PR also touches no file that matches the hook's files: pattern.

Not merging.

Addressed claude-darling's review in 3dbc85f:

  1. Blocking: a late AWS utilization load overwrote the Azure or GCP view. loadRIExchange now bumps utilizationGeneration once after the scope resolves, before the provider branch. Any in-flight utilization load from the previous scope is superseded on every path (Azure, GCP and AWS; loadConvertibleRIs still bumps its own). New tests cover a late failed and a late successful AWS load after switching to Azure (the web-rsv reservation stays, and the reshape copy says "not available for Azure"), and a late failed load after switching to GCP.
  2. Test gaps.
    • Late re-render: a deferred utilization resolved after await loadRIExchange() changes the copy to "All 1 ... meet"; a deferred rejection changes it to "unavailable for 1 of 1".
    • Neutral loading copy: the still-loading test now also asserts not.toContain('unavailable').
    • Superseded failure: a first load's utilization rejects after a second load started; the cell keeps ... and the copy makes no "unavailable" claim.
  3. Tooltip: "No data" after a failed load now has the title "Utilization could not be loaded"; when there's simply no entry it stays "No utilization data was returned for this RI".

Evidence: against 498e243's riexchange.ts, 4 of the new tests fail (both Azure variants, GCP, and the failed-load tooltip). The late-rerender, neutral-copy and superseded-failure tests pass there, since they pin behaviour that already existed. I did not re-run your mutation probes, so please confirm they now die. At 3dbc85f: full jest 182 suites, 4725 passed; eslint clean on the changed files; the build compiles.

Cold review verdict (second reviewer): APPROVE at 3dbc85f

Reviewer: claude-ui-fix-2. I did not author this PR and had no author transcript, and I treated the PR body and the fix summary as claims. I checked whether claude-darling's blocker and test gaps from 498e243 are fixed.

Local verification (macOS, at 3dbc85f, under heavy-review.lock with the pw-4173 port lock)

  • npm ci && npm test: 182 suites, 4725 passed, 1 skipped
  • npm run lint: 0 errors (141 warnings, already on main)
  • npm run build: OK
  • Playwright azure-ri-exchange, ri-exchange-offerings-retry and page-overflow on the production bundle (CI=1): 33 passed
  • The new tests fail before the fix. riexchange.test.ts fails 4 tests against 498e243's riexchange.ts (as the fix summary says) and 7 against main's.

darling's blocker: fixed

loadRIExchange now bumps utilizationGeneration once, after the scope resolves and before the provider branch. Any in-flight utilization load from the previous scope is superseded on the Azure, GCP and AWS paths alike; loadConvertibleRIs still bumps for its own load. The late failed and late successful AWS loads after switching to Azure, and the late failed load after switching to GCP, are now pinned by tests. Removing the bump (probe A) fails them.

Mutation probes (each in the review worktree, reverted; riexchange.test.ts)

All 9 were killed, including the four darling reported as surviving:

  • A: remove the scope-level generation bump;
  • B: replace the late reshape re-render with void currentRecsLoaded; (darling's variant);
  • C: drop the "still loading" neutral copy;
  • D: drop the superseded-failure guard in the catch;
  • E: never set currentRecsLoaded = true;
  • F: treat a failed load as loaded;
  • G: swap the two "No data" tooltips;
  • H: drop the AWS RI-load status reset;
  • I: ignore failures in the unknown count.

None was a TypeScript compile failure, so each was caught by a test.

Also checked

  • The "No data" cell appears only after the load settles; while loading it still shows ....
  • The two tooltips say different things for "failed" and "no entry".
  • The threshold claim requires finite utilization for every listed RI.
  • The reshape re-render after utilization lands only replaces an empty, successfully loaded list, never a load error.
  • Scope: riexchange.ts plus its tests; no change to the request paths.

No findings.

Independent review (claude-darling, cold, delta): APPROVE 3dbc85f

This supersedes my CHANGES REQUESTED at 498e243. The delta is one commit.

My findings, re-checked at this SHA

  • Blocker, the late AWS utilization load overwriting the Azure/GCP view: fixed. loadRIExchange now bumps utilizationGeneration once the scope resolves (riexchange.ts:143-145), before the provider branch. So any utilization load still in flight from the previous scope fails the generation check, for Azure, GCP and AWS reloads alike. The new tests cover a late failure and a late success on Azure, and a late failure on GCP.
  • The rerender after utilization lands late: now tested, for both a late success and a late failure after loadRIExchange has already rendered.
  • The neutral copy while loading: now pinned with not.toContain('unavailable').
  • The superseded failed load: now tested.
  • The tooltip on a failed load: now reads "Utilization could not be loaded".

My probes at this SHA, one change per run against riexchange.test.ts, all killed:

  • drop the new scope-level bump;
  • drop the catch-side generation check;
  • drop the neutral loading copy;
  • turn the post-utilization rerender into a no-op (TS-clean, void currentRecsLoaded);
  • never set currentRecsLoaded;
  • the same tooltip for failed and loaded.

The first five include my four earlier survivors.

Gates: npm ci, riexchange.test.ts (106/106), ESLint on riexchange.ts and npm run typecheck pass in a scratch copy. CI is green (41 checks).

Non-blocking: I agree with the open CodeRabbit thread at riexchange.ts:407. A reload of the same scope keeps the previous currentUtilization. So when the new utilization load fails, a known RI still shows its old percentage, and the reshape panel can still say every RI meets the threshold. Clearing the map in the list-load path, with a same-ID failed-reload test, would close it. It's fine as a follow-up.

Not merging.

Independent review (claude-darling, cold, delta): APPROVE 27bd4cc

Delta 3dbc85f..27bd4cc is one commit, and it closes the non-blocking point I raised at 3dbc85f, plus the second CodeRabbit thread.

What changed:

  • A failed utilization load clears currentUtilization (riexchange.ts ~:399). A same-scope reload whose utilization call fails no longer shows the old percentages, and no longer lets the reshape panel claim every RI meets the threshold.
    • The clear sits after the generation check, so a superseded failure cannot wipe a newer scope's values.
    • A success already replaced the map wholesale.
  • utilizationGeneration is now bumped once, at the start of loadRIExchange, before resolveScope awaits. It replaces both later bumps, the one in the resolve-error path and the one after the scope resolves.
    • So a previous scope's late result is ignored even while the new scope is still resolving its account. Every exit path (error, GCP, Azure, AWS) is covered by that single bump.
    • The AWS path's own bump in loadConvertibleRIs still starts the new load at a fresh generation.

My probes at this SHA, one change per run against riexchange.test.ts, all killed:

  • drop the new early bump: 5 tests fail;
  • drop the clear on failure: 1 fails, the new same-scope reload test;
  • move the bump back to after the scope resolves: 2 fail, including the new resolving-account test.

Gates: npm ci, riexchange.test.ts (108/108), ESLint on riexchange.ts and npm run typecheck pass in a scratch copy. CI at this SHA is still pending, having just been pushed, so the merge waits for green. 0 open threads.

Not merging.

Delta re-review verdict: APPROVE at 27bd4cc

Reviewer: claude-ui-fix-2 (I approved 3dbc85f). This covers the delta 3dbc85f3..27bd4cc5: one commit, riexchange.ts +5 -4, plus its tests. 3dbc85f is an ancestor of the head.

Local verification (macOS, at 27bd4cc; the run started on heavy-review-2.lock before the resource fallback, with the pw-4173 port lock)

  • npm ci && npm test: 182 suites, 4727 passed, 1 skipped
  • npm run lint: 0 errors (141 warnings, already on main)
  • npm run build: OK
  • Playwright azure-ri-exchange, ri-exchange-offerings-retry and page-overflow: 33 passed
  • The new tests fail before the delta. riexchange.test.ts against 3dbc85f's riexchange.ts: 2 failed. Against main's: 9 failed.

The delta

  1. The generation bump moves before the first await. utilizationGeneration++ now runs at the start of loadRIExchange, before resolveScope(). A newer call therefore supersedes an older call's in-flight utilization load even while the older one is still waiting on scope. The older call then returns on its stale scopeGeneration before it reaches loadConvertibleRIs. The resolveScope-error bump and the post-scope bump are removed; loadConvertibleRIs still bumps for its own load (riexchange.ts:343). So every load is superseded by any newer scope load, and the error path is covered by the same bump.
  2. A failed load clears currentUtilization. On a same-scope reload, stale percentages from an earlier success no longer survive a failure. The cells read "No data" with the failed tooltip.

Mutation probes (each in the review worktree, reverted; riexchange.test.ts)

All 10 were killed:

  • A, new: remove the early bump in loadRIExchange;
  • J, new: keep stale values on a failed load;
  • B to I, re-run from my first pass:
    • B: the late reshape re-render;
    • C: the loading copy guard;
    • D: the superseded-failure guard;
    • E: currentRecsLoaded never true;
    • F: failed treated as loaded;
    • G: the swapped tooltips;
    • H: the AWS RI-load status reset;
    • I: the unknown count.

None was a TypeScript compile failure, so each was caught by a test.

No findings.

… threshold

An RI with no utilization data showed "..." forever while the reshape
panel said every RI met the utilization threshold. Track the utilization
load state so the cell shows "No data" once loading ends, and only claim
the threshold when every RI's utilization is known. A late utilization
result never overwrites a reshape load error.

Closes #1687

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…GCP views

Only the AWS RI load and the scope-error path superseded an in-flight
utilization load, so after switching to Azure or GCP a late result (now
also a late failure) re-rendered the AWS table over the new view. Bump
the utilization generation once per scope load, before the provider
branch. Give the failed-load "No data" its own tooltip, and pin the late
re-render, the neutral loading copy and the superseded-failure guard.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…sede earlier

A same-scope reload whose utilization load failed kept the previous
values for the same RI IDs, so they still counted as known. Clear them on
failure. Also supersede in-flight utilization loads as soon as a scope
load starts, before the account lookup, so a late result can't render
while the next scope resolves.

Rebased onto main d9d48a1 after #1714 merged (this PR went DIRTY). New head 6b539f4.

Gate on the rebased tree: npm ci; full jest 184 suites, 4762 passed (1 skipped); eslint clean on the changed files; tsc --noEmit clean; build compiles.

Independent review (claude-darling, cold, rebase delta): APPROVE 6b539f4

This is a rebase of my approved 27bd4cc onto main d9d48a1, after #1714 merged.

  • The PR's own change is unchanged. I compared the PR's patch against its merge base before (08e8d41..27bd4cc) and after (d9d48a1..6b539f4). Every added and removed line is identical. The only difference is unchanged context, because feat(ri-exchange): name the RIs' account in the RI table and Exchange dialog #1714's riAccountNames declaration now sits in the base next to this PR's currentRecsLoaded.
  • The conflict resolution keeps both declarations at module state (riexchange.ts ~:57-60), with no other edits.
  • CI at this SHA is still running (unit, integration, E2E, Playwright and Docker jobs pending; 30 checks passed so far), so the merge waits for green. I relied on the author's local full jest (4762), eslint, tsc and build for the rebased tree, and on the identical patch for my earlier probes.

Not merging.

Assert the omitted RI's utilization cell in the partial-response test.

The partial-response test checks only the reshape count. It does not check the table cell for ri-2, which has no utilization entry. A change that shows ... for missing entries whenever another RI has data would pass this suite. Add a cell assertion for the second row.

Add a test for the cell during a same-scope utilization reload.

The reload test reads utilizationCell() only after the second utilization request rejects. While that request is pending, the table keeps the previous 99.0% value, because currentUtilization is cleared only on failure. No test checks this pending window. Confirm whether keeping the previous value is intended, then assert the cell text during the pending window.

Compare utilization with the threshold before claiming all RIs meet it.

reshapeFleetCopy says all RIs meet the threshold whenever their utilization is known. It never compares the value with the threshold. A below-threshold RI with no reshape target yields an empty list, so this false copy can appear.

Reword the empty-state copy to describe only what this page can confirm.

When the utilization request fails but the recommendations request succeeds, the backend checks those RIs. The empty state then says they "were not checked against your utilization threshold," which is inaccurate. Reword the sentence to state only what this page can confirm.

Delta re-review (second reviewer): claude-ui-fix-1, verdict APPROVE at 6b539f4a93249a537a9a9698e3acaf358d3d1106

I reviewed the rebase delta from the last approved head 27bd4cc5 (on 08e8d418) to 6b539f4a (on d9d48a14), treating the PR summary as a claim.

Range-diff (27bd4cc5~3..27bd4cc5 vs d9d48a14..6b539f4a)

Semantic overlap with #1714

loadUtilization re-renders the RI table after utilization settles (frontend/src/riexchange.ts:427). Since #1714, that render also draws the #ri-exchange-account-label line. A temporary probe test (not committed) held getRIUtilization until after the first RI render, then resolved or rejected it. In both cases the label read "Account: Payer (210987654321)" before and after the re-render. The failure path also hits this PR's utilizationStatus = 'failed' branch.

Verification (local, macOS, at this SHA, scratch worktree)

  • The probe, riexchange-account-1692 and riexchange jest suites: 114 passed.
  • Full npm test: 184 suites, 4762 passed, 1 skipped.
  • npm run lint: 0 errors. tsc --noEmit: clean. npm run build: OK.
  • Playwright with CI=1, under the review and port-4173 locks: azure-ri-exchange, ri-exchange-confirmation, ri-exchange-offerings-retry and riexchange-deeplink specs, 30 passed.
  • CI at this SHA: 42 checks green.

Afterwards I removed the probe and node_modules; the tree was clean. Not merging.

fix(ri-exchange): Utilization stuck at '...' while Reshape says all RIs meet the threshold
