Part of #523: the plan half. The dashboard half stays open, because whether 0% coverage shows as zero savings or as "not configured" is an owner decision.

Problem:

  • PlanRequest.TargetCoverage was an int with omitempty, so an omitted value and 0 looked the same, and buildServiceConfig (internal/api/types.go) turned 0 into 80. The plan form accepts 0 and sent it, so a 0% plan was silently stored as 80. An emptied coverage field became Number(''), which is 0, and also ended up as 80.
  • Storing 0 as-is wouldn't help either. The plan executor rejects a 0% target as invalid input (planstep.validateInputs, internal/planstep/resolve.go:289, pinned by TestResolveFailsClosed). A stored 0% plan would therefore fail on every tick without writing a failed row or notifying anyone.

Change. This follows the decision recorded on #523: a plan's target_coverage must be 1..100.

  • PlanRequest.TargetCoverage is now *int. On create, an omitted value still defaults to 80 (config.DefaultCoveragePercent).
  • Create and PUT both decode through decodePlanRequest. It answers 400 "target_coverage must be between 1 and 100 for a purchase plan" for an explicit value outside 1..100, before any store access.
  • Non-plan coverage is unchanged:
    • ServiceConfig.validateConfigCoverage and the global default-coverage validation still accept 0..100;
    • the ladder coverage validation is untouched;
    • TestCoverageZeroStillValidOutsidePlans pins that.
  • Plan form:
    • #plan-coverage has min="1";
    • Save refuses an empty or out-of-range value with "Target Coverage must be a whole number between 1 and 100";
    • the live preview uses 1..100.
  • openapi.yaml: the plan request's target_coverage gets minimum: 1, maximum: 100, and "Defaults to 80 when omitted on create."

Tests:

  • Go:
    • create and update with 0 answer 400 with that message, and the store is never called;
    • 1 and 100 are accepted, and 0, -1 and 101 are refused;
    • omitted on create gives 80;
    • non-plan 0 coverage is still valid.
  • Jest: empty, 0 and 101 are refused, 1 is posted as 1, and the edit form shows a stored 55 as "55".
  • Playwright (plan-coverage-zero.spec.ts, real plan form):
    • an emptied field shows the toast and sends no POST;
    • typing 0 and clicking Save shows the toast, sends no POST and leaves the field at "0";
    • 1 is posted as target_coverage: 1.
  • The coverage field no longer clamps on blur. Clicking Save blurs the field, and the clamp would have turned 0 into a 1% plan that buys. It now keeps the typed value with its inline error, and Save refuses it. The other range inputs still clamp; that is tracked in fix(plans): range inputs silently clamp out-of-range values on blur, so Save stores a value the user didn't type #1534.
  • Mutations: dropping the 400 check fails the Go create test, and putting the form minimum back to 0 fails the jest case.

Local (macOS):

  • go build ./... and go vet (with and without -tags integration) are clean.
  • go test -race passes for internal/api, internal/config and internal/planstep, and so do the OpenAPI tests.
  • The combined_plan_purchase_integration_test.go tests pass under -tags integration.
  • tsc is clean, lint has 0 errors, and the plans, plan-editor and html jest suites pass (452 tests).
  • Playwright: plan-coverage-zero and plan-schedule-preview pass with CI=1 under the shared port lock.
  • Pre-commit ran with SKIP=hadolint,actionlint,zizmor,cfn-lint, because those hooks' Python and Docker environments can't be built locally. CI runs them.
  • Nothing was applied to any cloud.

PlanRequest.TargetCoverage is now a *int so an omitted field (default 80)
is distinguishable from an explicit 0. The plan form refuses an empty
coverage input instead of sending Number("") = 0.

Drives the real plan form: an emptied coverage field shows the coverage toast
and sends nothing, and a 0 target is posted as 0. Part of #523.

Walkthrough

The plan flow now distinguishes blank target coverage from explicit zero. The frontend rejects blank input. The API applies its default only when coverage is omitted and preserves supplied values, including zero. Tests cover these cases and invalid coverage bounds.

Users can now save a plan with 0% target coverage, but scheduled steps for that plan will error instead of doing nothing, and purchases already queued may still execute after coverage is set to zero. Address both before merging, or explicitly accept them.

VERDICT: REQUEST_CHANGES 58d824e
PR #1533 is OPEN (Part of #523). Reviewed git diff origin/main...58d824e7 (2 commits, 7 files).

Findings:

  • medium internal/planstep/resolve.go:289-290 (with internal/purchase/plan_step_attach.go:167-176, internal/purchase/notifications.go:175-177) - this PR makes a 0% plan storable through the plan form and API, but the executor treats coverage 0 as an invalid sizing input. validateInputs returns a plain error (not ErrUnsupportedPlan, ErrNoMatch or ErrTargetMet). claimPlanStep therefore hits case err != nil and returns it, so no failed row and no failure notification are written; getOrCreateExecution's caller only logs "Failed to create execution". The existing test TestResolveFailsClosed/"zero coverage" (internal/planstep/resolve_test.go:174) pins that behavior. Failure scenario: an operator saves an enabled plan at 0%. Nothing is bought and nothing crashes, which is safe. But every scheduler tick while the plan is due logs an error, the step never resolves, and the user gets no signal. Before this PR the API could not store 0 (it became 80). Options: refuse 0 on an enabled plan in PurchasePlan.Validate with a clear 400, or have planstep.Precheck classify coverage 0 as ErrUnsupportedPlan so the step gets one failed row and a notification (or treat it as a no-op). This may need an owner call alongside fix(plans): a plan target_coverage of 0 is stored and shown as 80, and the dashboard treats 0 as unset #523's dashboard decision; at minimum it needs a test and a sentence in the PR body.
  • low frontend/src/plans.ts:1067 - there is no test for the edit-form round trip that the PR body claims. The code is correct (info.coverage !== null ? String(info.coverage) : '', and coverage: firstService.coverage ?? null at plans.ts:751), but changing it to a truthy check (info.coverage ? ...) left all 392 plans jest tests green. Failure scenario: a later refactor turns a stored 0 into an empty field. Re-save is then refused, or with the old parse it would have become 80. Add a jest case: openEditPlan on a plan whose service has coverage 0 shows "0", and savePlan sends target_coverage 0.
  • nit frontend/src/plans.ts:1148-1150 - this repeats integer() in frontend/src/plan-schedule-intent.ts:14-15 (value.trim() === '' ? NaN : Number(value) plus the range check). It could call integer(coverageText, ...) in a try/catch, or share a parse helper, so the form and the schedule preview cannot drift.
  • nit internal/api/openapi.yaml:6882 - target_coverage: type: integer has no minimum/maximum and no description. Now that omitted (80) and 0 differ, document "0..100; omitted on create = 80; 0 is kept".

Attacked:

  • Every PlanRequest/coverage reader: buildServiceConfig is the only reader of TargetCoverage (types.go:924-927). Create (handler_plans.go:182) and PUT (mergeUpdatedPlan, handler_plans.go:352-389 via overlayServiceConfig :105) both go through it. PATCH uses PatchPlanRequest (handler_plans.go:843) and does not touch coverage. There is no duplicate-plan, plan import/export, CLI or MCP path that builds a PlanRequest (grepped Go for PlanRequest and target_coverage; the only other hits are ladder configs, a separate type). Frontend: the only POST/PUT is savePlan (plans.ts:1225/1229) and it always sends target_coverage; CreatePlanRequest.target_coverage is optional (types.ts:30).
  • nil safety: the only dereference is guarded by != nil (types.go:925). Tests build PlanRequest via JSON or ptr(). go vet -tags integration ./internal/api/ is clean.
  • 0 round trip: ServiceConfig.Coverage is json:"coverage" without omitempty (config/types.go:214), so 0 is stored and returned. plans.ts:751 reads ?? null and :1067 fills "0". Re-save parses "0" to 0 and sends it, and mergeUpdatedPlan keeps it (TestMergeUpdatedPlan_KeepsZeroTargetCoverage). Validation range is MinCoverage=0..100 (config/constants.go:27-30, validation.go:555-557).
  • Downstream division: planstep.target computes base*(coverage*cum)/10000 and equalCountShare multiplies, so nothing divides by coverage. validateInputs runs first and rejects 0 (finding 1). purchase/manager.go:123 DefaultCoverage is the global default, not plan coverage. The dashboard per-account 0-as-unset (handler_dashboard.go:382) reads account configs, not plans, so it stays in fix(plans): a plan target_coverage of 0 is stored and shown as 80, and the dashboard treats 0 as unset #523's open half.
  • Tests: go test -race -count=1 ./internal/api/ ./internal/planstep/ ./internal/purchase/ ./internal/config/ passed (6850 tests). Jest: all 15 plan* suites passed (392 tests). npm run build OK. Playwright plan-coverage-zero.spec.ts with CI=1 under the shared lock: 1 passed.
  • Mutation 1, types.go:925 != nil && *v != 0: the explicit-0 test and KeepsZeroTargetCoverage FAIL. Restored, byte-identical to HEAD.
  • Mutation 2, types.go:924 default 80 to 0.0: "omitted defaults to 80" and toPurchasePlan FAIL. Restored, byte-identical.
  • Mutation 3, plans.ts:1150 dropping the empty-string guard: the jest empty-coverage test FAILS. Restored, byte-identical.
  • Mutation 4, plans.ts:1067 truthy check: SURVIVED (finding 2). Restored, byte-identical.
  • Error bodies: no new error paths. Out-of-range coverage still gives the existing 400 "validation error: coverage must be between 0 and 100". No raw errors reach new principals.

…or rejects

The plan executor rejects a zero coverage, so a stored 0% plan would fail
on every tick. Create and PUT now answer 400 for an explicit target_coverage
outside 1..100; the form, its live preview and the OpenAPI schema match.
Service and global coverage still accept 0.

VERDICT: REQUEST_CHANGES 646f0b6
PR #1533 is OPEN. This is the second pass. It reviews the incremental diff 58d824e..646f0b6 and re-checks the full diff against origin/main.

Findings:

  • medium frontend/src/plans.ts:1715-1727 (clampOnBlur) with frontend/src/plans.ts:1736 (wireRangeInput('plan-coverage', 1, 100)): on the normal path, typing 0 and clicking Save does not refuse the 0. It silently creates a 1% plan. Clicking Save blurs the field first, clampOnBlur rewrites "0" to "1" and hides the inline error, and savePlan then posts target_coverage: 1. Reproduced in Playwright on the real form: fill('0'), then click Save, posted {"target_coverage":1,...}, and the field read "1". No toast appeared. Failure scenario: an operator who enters 0 to mean "buy nothing" gets an enabled plan that sizes and can buy 1% of the baseline. Option A says an explicit 0 is refused. The server does refuse it, but the UI coerces it before the server sees it. Main is worse here (0 became 80), but this PR changes min to 1 and so creates the 0-to-1 clamp. The new spec's own comment works around it: it submits with Enter instead of clicking Save (plan-coverage-zero.spec.ts:38-40), so the test does not cover the click path users take. Fix: for plan-coverage, do not clamp a below-min value on blur. Leave the inline error so that savePlan's 1..100 toast refuses it. Then make the spec click Save after fill('0') and assert no POST and the toast.
  • nit frontend/src/plans.ts:1148-1150 (carried over from pass 1): it still duplicates integer() in plan-schedule-intent.ts:14-15. Not blocking.

Pass-1 items resolved:

  • The 0% plan no longer reaches the executor. decodePlanRequest runs validateTargetCoverage before any store access, on create (handler_plans.go:174) and PUT (handler_plans.go:309). Explicit values outside 1..100 get a static 400 message, and an omitted value still defaults to 80 (types.go:932-935). PATCH has its own request type and cannot set coverage. There are no other PlanRequest builders.
  • openapi.yaml:6884-6886 now has minimum 1, maximum 100 and the default described.
  • Edit form: there is a new jest case for a stored 55. A 0 round trip no longer applies, because 0 is not a valid plan value now.

Attacked:

  • The 400 path never touches the store: TestHandler_planWrites_RefuseZeroTargetCoverage asserts that CreatePurchasePlan and UpdatePurchasePlan are never called. The message is static ("target_coverage must be between 1 and 100 for a purchase plan"). No raw error text reaches any principal.
  • Update probe: I swapped updatePlan's decodePlanRequest for a plain json.Unmarshal. The update subtest FAILS. Restored, byte-identical to 646f0b6.
  • Bound probe: I relaxed the validator to < 0. The create subtest and the validateTargetCoverage "0 is refused" case FAIL. Restored, byte-identical.
  • Non-plan coverage still accepts 0. TestCoverageZeroStillValidOutsidePlans covers ServiceConfig.Validate and validateCoverage(0). The diff does not touch config/validation.go, the account override import or the settings forms, and PurchasePlan.Validate is unchanged.
  • Go: go vet -tags integration ./internal/api/ ./internal/config/ is clean. go test -race -count=1 ./internal/api/ ./internal/config/ ./internal/planstep/ ./internal/purchase/ passed (6857 tests).
  • Frontend: npm ci ran, and all 15 plan* jest suites passed (396 tests). tsc --noEmit is clean and npm run build succeeded.
  • Playwright (CI=1, shared lock, fresh output dir): plan-coverage-zero.spec.ts passed. A scratch probe spec, not committed, reproduced the 0-to-1 clamp on click Save (finding 1).

The plan-coverage field clamped 0 to the new minimum of 1 on blur, so
clicking Save posted target_coverage 1 and created a 1% plan. Coverage
now opts out of the blur clamp, keeps the typed value with its inline
error, and savePlan refuses it. The other range inputs still clamp.

VERDICT: APPROVE 110bb04
PR #1533 is OPEN, MERGEABLE. This is the third pass. It verifies the delta 646f0b6..110bb04 and gives the verdict for the full PR against origin/main. Main has gained one commit since the PR's base (#1532). It touches only config integration tests, so it does not overlap with this PR.

Findings:

  • nit frontend/tests-e2e/plan-coverage-zero.spec.ts:41 - the toast check after the 0 submit can match the toast still showing from the empty-field submit a moment earlier. The two assertions that follow do catch the regression on their own: toHaveValue('0') and no POST. The mutation probe below confirms that. Not blocking.
  • nit frontend/src/plans.ts:1148-1150 - this still duplicates integer() in plan-schedule-intent.ts:14-15 (carried over). Not blocking.

Previous blocker resolved:

Full PR state at 110bb04:

  • Server: an explicit target_coverage outside 1..100 gets a static 400 before any store call, on create and PUT (decodePlanRequest, validateTargetCoverage). An omitted value still defaults to 80 on create. PATCH cannot set coverage. A 0% plan can no longer reach the planstep executor, which rejects 0 (planstep/resolve.go:289-290).
  • UI: the field has min=1, the live preview and Save both check 1..100, and an empty field is refused instead of being sent as 0.
  • openapi documents min 1, max 100 and the default.
  • Non-plan coverage (ServiceConfig, global default) still accepts 0. The config validation code is unchanged and covered by a test.

Attacked:

  • Click-path probe (a scratch spec, not committed) on the real form: fill('0'), click Save, wait 1.5s. Result: posts=[] and the field reads "0". At 646f0b6 the same probe posted target_coverage 1.
  • Mutation: I restored the clamp for plan-coverage, wireRangeInput('plan-coverage', 1, 100), and rebuilt. The PR spec FAILS (expected value "0", received "1", on both attempts). The probe then posted target_coverage 1 again. The plans-range-validation jest file FAILS 2 tests (the 0 and 150 cases). Restored, byte-identical to 110bb04.
  • Jest: all 15 plan* suites passed (398 tests), including plans.test.ts and plans-range-validation.test.ts. tsc --noEmit and eslint on plans.ts are clean, and npm run build succeeded.
  • Playwright (CI=1, shared lock, fresh output dir): plan-coverage-zero, plan-schedule-preview (all viewports) and plan-card-actions all passed (10 tests in total, including the probe).
  • Go: the delta changes no Go files. At 646f0b6, go test -race passed for internal/api, config, planstep and purchase (6857 tests), and go vet -tags integration was clean. The update-path and bound mutation probes both failed as expected (pass 2). Those results still hold.
  • Error bodies: no new error paths in the delta. The server's 400 text is static.

Independent review 2 (claude-fleet, cold): APPROVE 110bb04

What a 0% plan does now:

  • The API cannot create or store one. decodePlanRequest (internal/api/handler_plans.go:156-165) calls validateTargetCoverage (internal/api/types.go:846-851) and returns 400 "target_coverage must be between 1 and 100 for a purchase plan".
    • createPlan runs it right after the permission check (handler_plans.go:174).
    • updatePlan runs it after the auth and account-scope checks, before loadPlanForUpdate and before any write (handler_plans.go:299-312).
  • Omitted still means 80 (types.go:932-936).
  • PATCH (handler_plans.go:794) has no coverage field. Only createPlan and updatePlan build plan services (types.go:867, handler_plans.go:395).
  • No migration writes a plan coverage of 0. 000040 copies existing values.
  • If a 0 ever reached a row (for example a services JSON entry with no coverage key, which decodes to 0), the executor still refuses it at internal/planstep/resolve.go:288-290: no purchase, an ERROR log on every tick, no row and no email.

Resolved history:

Findings:

  1. frontend/tests-e2e/plan-coverage-zero.spec.ts:38-43 [non-blocking]: the click case's toast assertion passes on a stale toast. #plan-form has no novalidate (frontend/src/index.html:934) and #plan-coverage has min="1" (index.html:990). A real click with 0 therefore fails native constraint validation, and no submit event fires. Probe: 0 submit events, toast count stays 1. The visible toast is the one from the empty-field step, which lives 30s (toast.ts:11).
    • The user sees the browser's range bubble plus the inline error, not the savePlan toast, so the claim "shows the 1..100 toast" is inaccurate.
    • The assertions that matter (posts stay 0, value stays "0") are real: the clamp-restored probe fails on toHaveValue.
    • Suggest asserting the inline error or validity.rangeUnderflow instead of the toast.
  2. internal/api/handler_plans_test.go:1851-1878 [non-blocking]: moving the PUT refusal after loadPlanForUpdate survives every test, because the GetPurchasePlan mock is .Maybe(). Asserting GetPurchasePlan is not called would pin "before the plan read".
  3. frontend/src/plan-schedule-intent.ts:21 [non-blocking]: changing the min from 1 back to 0 survives jest. It only affects the editor preview, since savePlan refuses 0 on its own.
  4. [non-blocking] No defensive check below the API: Precheck (internal/planstep/precheck.go:24) and plan.Validate (MinCoverage 0, internal/config/constants.go:30) still accept 0. A coverage check in Precheck would turn the remaining silent per-tick error into a refused step. This is optional.
  5. Follow-up only: the clamp-on-blur on ramp-step-percent, ramp-interval-days, plan-notify-days and add-purchases-count (plans.ts:1738-1740, 2019) is fix(plans): range inputs silently clamp out-of-range values on blur, so Save stores a value the user didn't type #1534.

Attacked:

  • Entry points: every PlanRequest decode (create and PUT only). PATCH, disablePlan and createPlannedPurchases write no coverage. There is no import or duplicate path for plans; override import is account coverage and still accepts 0.
  • JSON cases: null and omitted give 80; 0, -1 and 101 give 400; 80.5, "80" and 1e2 give 400 invalid body.
  • Real-store integration probe (testcontainers): POST and PUT with 0, -1 and 101 all return 400. The purchase_plans count is unchanged, the stored coverage stays 80, and POST 1 returns 200.
  • Non-plan coverage: ServiceConfig, global default and overrides still accept 0, covered by TestCoverageZeroStillValidOutsidePlans plus the G5 probe.
  • Frontend:
    • Edit display uses ?? null and !== null (plans.ts:751, 858, 1067), so it has no falsy-0.
    • An empty field becomes NaN (plans.ts:1150) and is refused (plans.ts:1157).
    • Inline error and aria-invalid for 0 (plans.ts:1691-1713) still work with no clamp.
    • index.html sets min=1; openapi.yaml:6884-6886 says 1..100, defaults to 80 on create, consistent with the handler.
  • Mutation probes, each restored and cmp-checked:
Probe Result
G1 allow 0 on create and PUT killed (TestHandler_planWrites_RefuseZeroTargetCoverage)
G2 allow 0 on PUT only killed (same test, update subtest)
G3 refuse after the store read SURVIVED (Finding 2)
G4 omitted means 0 killed (TestPlanRequest_TargetCoverageDefault, TestPlanRequest_toPurchasePlan)
G5 non-plan MinCoverage 1 killed (TestCoverageZeroStillValidOutsidePlans and other config/override tests)
F1 savePlan min 0 killed (1 jest test)
F2 inline min 0 killed (4 jest tests)
F3 schedule-intent min 0 SURVIVED (Finding 3)
F4 empty sent as 0 survived, but equivalent now that the min is 1
Clamp restored for coverage killed (Playwright toHaveValue "0" got "1"; 2 jest tests)

Verified locally (GOTOOLCHAIN=go1.26.10, no creds, heavy runs under lockf):

  • go build ./... OK; go vet ./internal/api ./internal/config OK, also with -tags integration; gofmt -l on the changed .go files is clean.
  • go test -race -count=1 ./internal/api ./internal/config: ok.
  • go test -tags integration -run 'Combined|TestHandler_planWrites|TestCoverageZero': ok (5 TestCombinedPlanPurchase_* and the new handler test).
  • jest on plans, plans-range-validation, plan-schedule-intent and plan-editor-panel: 277/277. tsc --noEmit OK. eslint on the changed TS and the spec OK.
  • webpack production build plus Playwright Chromium on tests-e2e/plan-coverage-zero.spec.ts: 1 passed. The spec clicks Save with locator.click (spec:39) and spies on POSTs through page.route.
  • Fail-before against 58d824e: the new handler test FAILS (an unexpected store call), and 6 jest tests FAIL (coverage inline 0/-1/101; savePlan empty/0/101). The edit-display test passes before too, so it only records existing behaviour.
  • The head export is byte-identical to git archive 110bb04, excluding build output.
  • No migration in this PR.
  • merge-tree onto origin/main 8694a6e (fetched): clean, tree 6f5a8629. Main moved by 3 unrelated test files.

Local verification at 110bb042bee3a55d22ae73d3199c59f854ef8f87 merged onto current main (8694a6ec; merge-tree 6f5a8629; macOS):

  • go build ./..., go vet -tags integration ./... and go test -race -short ./... pass (full suite).
  • go test -tags integration passes on real Postgres (testcontainers) for the touched packages: ./internal/api ./internal/config
  • Frontend: npm ci, tsc --noEmit and npm run build pass on the merged tree, and the full jest suite has no failures beyond those that fail identically on main in this local environment (CI runs the authoritative jest suite).
  • Nothing was applied to any cloud.
