chore(lint): remove fieldalignment nolints once #441, #471 and #491 land #610

Follow-up to #100 (fieldalignment enabled in #589, #590, #593 and #596). Ten structs carry //nolint:govet // fieldalignment: file owned by open PR #N, so their reordering did not conflict with open PRs. Remove each nolint and reorder the struct once its owning PR lands:

• fix(ladder): stop subtracting existing commitment from residual baselines #441: pkg/ladder/allocate.go (AllocationInput) and pkg/ladder/capability.go (BufferReshapeConfig)
• fix(azure): count savings plans billed to another subscription in the duplicate check #491: pkg/recfilter/dedupe.go (DuplicateChecker) and providers/azure/services/savingsplans/client.go (Client)
• fix(gcp): fail closed on region-less storage SKUs and ambiguous SKU matches #471: the gcp cloudsql, cloudstorage and memorystore client.go files (Client, SQLPricing, StoragePricing, RedisPricing)

Note that //nolint:govet suppresses every govet check on those structs, not only fieldalignment, so these should not linger. Done when no fieldalignment: file owned by open PR nolint remains and lint is clean.
