Includes the completed WOR-113 handoff lifecycle/creation-admission work, WOR-116 bounded review and direct-writer admission, WOR-117 semantic blocker resolution skill, and spec-20260913-001 review-runtime responsibility reduction.
Validation
Acceptance and historical truth
Current implementation was semantically accepted under explicit operator authority after the bounded repair. The original integrated native review verdict remains repair; its sole finding INT-001 was rejected by the controller based on the integrated tree-target contract. This is not represented as native reviewer acceptance. Missing historical receipts were not fabricated or replayed.
The spec and plan are administratively archived in the workspace control plane. Archive handoff edits were reversed; exact pre-archive byte equality could not be independently proven because no backup existed. This limitation is documented in the controller archive record, not hidden or treated as a product defect.
No work-bundle-mcp or Execution Flow source changes. No installation switching or branch/worktree deletion. Workspace control records are not part of this source PR.
