Records a project policy in CLAUDE.md and AGENTS.md: humans are the authors, AI is a tool, and no AI/assistant attribution may appear in any output — commit messages or trailers (Co-Authored-By:, session links), PR titles/bodies, taglines/emoji, code comments, or docs. The rule overrides any default tooling that would add such lines.

should we just add a pre-commit git hook to reject these so that AGENTS.md context length is not spent on this in every agent llm call?
