What does this PR do?
Updates OpenCodez to upstream OpenCode v1.17.11 while preserving the OpenCodez custom layer. Published release: v1.17.11+opencodez.4.

How did you verify your code works?
Package typechecks passed for core, opencode, app, tui, and sdk/js. Focused tests passed for project discovery, prompt library, and OpenCodez updater version metadata. GitHub publish workflow built and verified release assets. The release was deployed and smoke-tested on nuc, ser, dima, toma, and rtx with health, CORS, web asset/server seed, session CRUD, updater current checks, and service log checks.
