Node writes to the Windows console as UTF-16 whatever the code page, so the missing locale and TERM variables no longer force the ASCII frame there. A CJK system locale still selects it outside Windows Terminal.
The panel opens straight on Terminal, with every section on the tab row from most general to most specific. Escape from a section closes the panel, each section's page searches every setting, and an edit found by search opens the section it lives in.
Only native Windows outside Windows Terminal consults it, so macOS and Linux resolve the frame without constructing an Intl formatter.

The sections run from most general to most specific on the tab row under the title: Terminal, Session, Agent, Shell, Web search, and Advanced. Tab and Shift-Tab move between them, and Escape from a section closes the panel. Typing on any section searches every setting, and a setting changed from another section's results opens that section with the changed row selected.TERMvariables no longer mean the frame cannot be drawn. A Chinese, Japanese, or Korean system locale still selects the ASCII frame outside Windows Terminal, because the console host draws its line characters two cells wide there.Verification
