本修复直接以 Vulkan registry 为真值，让 TIERS、HWINFO 与 EMAP 正确报告主设备及第二设备上的常驻专家，同时保持 SEC-8 对 /health 和 /experts 的鉴权不变。默认 CPU 构建与 diff 检查已通过，本机缺少 Vulkan headers，VK=1 构建交由现有 Lavapipe CI 验证；修复 #892，并取代 #891 中可安全合入的 Vulkan telemetry 部分。
