Adds CatchUp_router driving phases 2-6 without full PriorSync bisection. Caller supplies fromBlock (bootstrap tip + 1) and peers; orchestrator: 1. Availability probe — filter peers with data >= fromBlock 2. Build Tag [fromBlock..remoteTip] directly — no Merkle round-trip 3. HeaderSync (syncConfirmation=false) 4. DataSync 5. AccountSync 6. Reconciliation 7. PoTS gap fill for blocks produced during phases 3-6
