Clears NU1903 for Microsoft.AspNetCore.SignalR.Common and Components.WebAssembly.Server (patched in 10.0.13). NOTE: CI will remain red until SixLabors.ImageSharp advisories (GHSA-gwg2-r3hj-4w44, j3p4-wp97-rph4, j9gm-c75j-xc9q, jjfr-hcj7-qf5w, wmxv-xphr-5c9g) are resolved. Fixes exist only in 4.1.2+, which requires a Six Labors license key for Release builds; owner decision needed (license key secret, replace ImageSharp in MultimodalTools, or approve audit suppression).
