Step 0 fields can be on disk without the developer seeing the full picture. Add SCOPE_CONFIRMED and scope_gate so preflight and question opening stay on the Scope summary until Keep runs agent scope confirm, matching iOS confirm_scope. Co-authored-by: Cursor <cursoragent@cursor.com>
