Most TCF strings still have empty Disclosed Vendors, even when the TCF Policy Version is greater than 5 (TCF 2.3)

Due to the upgrade from TCF 2.2 to 2.3, we want to verify the Disclosed Vendors field, which should now be mandatory rather than optional. To detect TCF 2.3 from the TC string, is it correct to check tcString.getPolicyVersion() >= 5?

If so, when I check Disclosed Vendors under this condition, the field is still empty. Should I be using a different field or condition to validate this?
