Bump Ipopt from 3.13.3 to 3.14.16. Add search for COIN HSL version 2024.05.16.

Thanks. Did you test that? I think there were some failing tests when I tried a recent Ipopt version a few weeks ago. |

Tested as far as that I can get it compiled on Ubuntu 24.04, then did a Rosenbrock optimization test problem with the (Postponing these changes as a draft for now to a later point, when we require an updated version thereof, according to the changelog, nothing dramatically (performance-wise) was changed anyway). |
