Document verified NodeVoice public delivery

The canonical public NodeVoice project served an old build because it had no Git connection. That connection is now restored, and the reviewed dependency main was deployed through the existing project without changing its domain, protection or environment values.

This updates only HANDOFF with the verified main results, observed phone/desktop controls and the normal Git-to-public-delivery sequence. It distinguishes actual deployment identity from a stale bootstrap or the protected sibling project. Broader room, microphone, provider, durability and full-grade limits remain explicit.

Validation:

• Independent review checked the public deployment, anonymous content, raw viewport evidence and the proposed document against the existing source.
• The single filtered/committed document matches the reviewed bytes; all 672 other tracked files remain unchanged. No new local suite or playback was needed for documentation.
• Current PR CI and conformance passed on first attempts: 55 tests in nine files, 56 citations and zero install findings, with nine actual CLI steps. GitGuardian actually scanned one commit successfully. The correct nodevoice project automatically created a Ready preview for this head; automatic production delivery from the next ordinary main merge remains to be observed.

No runtime, lock, workflow, schema or proof-packet changes. Ordinary document revert is sufficient rollback. The public handoff's deployment observations are explicitly tied to the prior reviewed main commit.
